Facility Number: <br /> SOLID WASTE FACILITY PERMIT 39-AA-0026 <br /> 16. Self Monitoring: <br /> The owner/operator shall submit the results of all self monitoring programs to the Enforcement Agency within 30 days of the end of <br /> the operating period(for example, 1"quarter=January—March, the report is due by April 30, etc. Information required on an <br /> annual basis shall be submitted with the 4`h quarter monitoring report, unless otherwise stated.). <br /> Program Reporting Frequency <br /> 1. A record of weather conditions shall be maintained. The record shall include: Keep onsite and available as requested by <br /> rainfall,wind conditions,and unusual meteorological occurrences. the LEA <br /> 2. A report of quantities of yard waste received at the facility,finished product Quarterly to the LEA <br /> removed from the facility,and waste removed from the site,shall be provided <br /> to the LEA on a quarterly basis showing monthly breakdowns. The records <br /> shall indicate the quantities in tons and include weight and record data. The <br /> records shall be submitted to the LEA by the 15th day of the subsequent month. <br /> 3. Temperature of the active compost shall be monitored and recorded as Keep onsite and available as requested by <br /> specified in Title 14 California Code of Regulations(T14 CCR) §17868.3. the LEA <br /> The following records shall be kept for the windrows:number,size,and age of <br /> the windrows,daily temperature and frequency of aeration. <br /> 4. A special occurrence log must be kept onsite(i.e.fires,explosions,accidents, Keep onsite and available as requested by <br /> and inadvertent acceptance of hazardous waste). the LEA <br /> 5. In addition to storm water monitoring records,a log shall be kept for leachate <br /> monitoring. One sample of leachate shall be taken from each of the first five Quarterly to the LEA <br /> composting batches of feedstock generating leachate and analyzed for and the RWQCB <br /> organophosphates,using EPA method 8140,plus nitrate testing(T14 CCR <br /> §17876(A)1). <br /> 6. One sample per 5,000 cubic yard of finished compost must be taken and Monthly to the LEA <br /> analyzed at a Department of Health Services laboratory. Samples shall be <br /> analyzed for constituents required pursuant to T14 CCR§17868.1. <br /> 7. Finished compost will be analyzed for metals as specified in T14 CCR Monthly to the LEA <br /> §17868.1. <br /> 8. Submit an annual report to EHD by January 31 of each calendar year Annually to the LEA <br /> summarizing all reporting requirements(i.e.material quantities and test <br /> results). <br /> Page 3 of 4 <br />
