19 <br />4.5 Containment and Diversionary Structures [40 CFR 112.7(c)] <br />Methods of secondary containment at this facility include a combination of structures (e.g., <br />double-wall construction, containment enclosure, and land-based spill response (e.g., sorbents) <br />to prevent oil from reaching navigable waters and adjoining shorelines: <br />A.For bulk storage containers (refer to Section 5.2 of this Plan): <br />▪Double-Wall Tank Construction. AST 1, AST 2, AST3, AST 4, AST 5 and AST 6 have <br />double-wall with a secondary shell designed to contain 110% of the inner shell <br />capacity. <br />▪Containment Enclosure. AST 6 and the 55 gallon drums are located inside a metal <br />enclosure which provides secondary containment up to 150 gallons. <br />▪Land Based Spill Response Capabilities. A spill kit consisting of absorbents is <br />located near the aboveground storage tanks for rapid deployment in the event of <br />a discharge. The response equipment inventory for the facility is listed in <br />Appendix J of this Plan. The inventory is checked monthly to ensure that used <br />materials are replenished. <br />B.At the loading/unloading area (refer to Section 4.10 of this Plan): <br />▪Land Based Spill Response Capabilities. A spill kit consisting of absorbents and <br />berm barriers is located near the loading area for rapid deployment in the event of <br />a discharge. The response equipment inventory for the facility is listed in <br />Appendix J of this Plan. The inventory is checked monthly to ensure that used <br />materials are replenished. <br />C.In transfer areas and other parts of the facility where a discharge could occur <br />▪Sorbent material. A spill cleanup kit that includes absorbents and other items is <br />located near the any area where the transfer of oil occurs. The spill kit is located <br />within close proximity of the loading/unloading area to allow for quick deployment <br />in the event of a discharge during loading/unloading activities or any other <br />accidental discharge outside the loading/unloading area, such as from tank vehicles <br />entering/leaving the facility or spills associated with the fuel dispensers.
