Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />November 06, 2024 <br /> Facility Address: <br /> 1405 E WEBER AVE, STOCKTON <br /> Facility Name: <br /> HI TECH MUFFLER <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />substantial change in the handler's operations occurs that requires modification to any portion of the business plan. (2) <br />For the purpose of this subdivision, “substantial change” means any change in a facility that would inhibit immediate <br />response during an emergency by either site personnel or emergency response personnel, or that could inhibit the <br />handler's ability to comply with Section 25507 , change the operational knowledge of the facility, or impede <br />implementation of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is (Class 2) Violation. <br />CA Health and Safety Code 25508(a)(1) 1010003 - Business Owner/Operator ID and Business Activities pages <br />electronically submitted and are accurate. <br />OBSERVATION: The Business Owner/Operator Identification form was not submitted or complete. Outdated <br />information is listed in CERS. New owners have taken over the business since 2021. <br />REGULATION GUIDANCE: This information must be current and submitted as part of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is (Minor) Violation. <br /> 9 <br />CA Health and Safety Code 25505(a)(1) 1010004 - Complete and accurate Hazardous Materials Inventory information <br />electronically submitted. <br />OBSERVATION: The Hazardous Materials Inventory forms for the following chemicals were not complete. <br />- Acetylene/Carbon Dioxide was found on site that was not reported into CERS. Approximately 685 cubic feet was <br />observed on site <br />- Oxygen and Acetylene are missing storage pressure <br />- Ethylene Glycol and Used Antifreeze are missing the largest container size <br />REGULATION GUIDANCE: The Hazardous materials inventory information must be current and submitted as part of <br />the business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is (Minor) Violation. <br /> 10 <br />CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for <br />release/threatened release of hazmat. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. The Consolidated Emergency <br />Response/Contingency Plan uploaded in CERS is for the previous owner.
