If the EHD determines that the facility classifies as a Small Public Water System <br /> (SPWS), the applicant shall submit a Preliminary Technical Report to the California State <br /> Water Resources Control Board, Division of Drinking Water (Water Board) prior to issuance <br /> of building permits and at least six months before initiating construction of any water related <br /> improvement, as defined. The issuance of a permit to operate a small public water system <br /> by the local primacy agency, EHD, is prohibited without the concurrence of the Water Board. <br /> Please contact Gena Farley at Gena.Farley@waterboards.ca.gov or 209-948-7488 with the <br /> SWRCB Division of Drinking Water concerning the requirements for preliminary technical <br /> report submittal prior to issuance of building permits. <br /> 5) If the Water Board determines that the applicant has met the requirements of Senate Bill <br /> 1263 and Health and Safety Code section 11652, a permit application to operate Small <br /> Public Water System shall be submitted to the EHD for approval prior to issuance of <br /> building permits. To issue a permit to operate, concurrence from the Water Board is <br /> required. An annual permit to operate a public water system will be required by the <br /> Environmental Health Department prior to sign off of the certificate of final occupancy (San <br /> Joaquin County Development Title, Section 9-602.010 and 9-601.030). An onsite well shall <br /> meets public well standards to serve the potable water supply. <br /> 6) The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> (DBCP) and nitrates with the results submitted to the Environmental Health Department prior <br /> to issuance of building permit(s). Samples are to be taken and analyzed by a State-approved <br /> laboratory (San Joaquin County Development Title, Section 9-601.0200)). <br /> 7) Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 601.010(b) and 9-601.020(i)). <br />
