The issuance of a permit to operate a small public water system <br /> by the local primacy agency, EHD, is prohibited without the concurrence of the Water Board. <br /> Please contact Gena Farley at Gena.Farley@waterboards.ca.gov or 209-948-7488 with the <br /> SWRCB Division of Drinking Water concerning the requirements for preliminary technical <br /> report submittal prior to issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, <br /> a permit application to operate Small Public Water System shall be submitted to the EHD <br /> for approval prior to issuance of building permits. To issue a permit to operate, concurrence <br /> from the Water Board is required. A yearly permit to operate a public water system will be <br /> required by the Environmental Health Department prior to sign off of the certificate of final <br /> occupancy (San Joaquin County Development Title, Section 9-602.010 and 9-601.030.). <br /> 6) The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> (DBCP) and nitrates with the results submitted to the Environmental Health Department prior <br /> to issuance of building permit(s). Samples are to be taken and analyzed by a State-approved <br /> laboratory (San Joaquin County Development Title, Section 9-601.0200)). <br /> 7) Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 601.010(b) and 9-601.020(i)). <br />
