OBSERVATION: The Hazardous Materials Inventory forms for ethylene glycol were not complete. Ethylene glycol needs to say used ethylene glycol with max daily amount of 110 gallons. REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part of the business plan. CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This is (Minor) Violation. 13 CA Health and Safety Code 25505(a)(4) 1020001 - Established and electronically submitted adequate training program. OBSERVATION: A training program said stored at the facility. The training program can not be stored at the facility. The training program needs to say provided elsewhere in CERS in the emergency response and contingency plan section. REGULATION GUIDANCE: Training programs for all employees and annual training, including refresher courses, shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment. (C) Evacuation plans and procedures, including immediate notice, for the business site. These training programs may take into consideration the position of each employee. CORRECTIVE ACTION: Immediately prepare or update the facility's training program, log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is (Class 2) Violation. Overall Inspection Comments: Routine HMBP Inspection. Conducted a Hazardous Materials Business Plan (HMBP) inspection. There was 2 violation found during the inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 12/13/2024.
