I have attached a spreadsheet with the chemical, chemical
weight and location. I have updated CERS with the corrected information.
attached the images of the eye wash and the emergency response binder. We are still working on the other issues.
Oscar Silva
EHS & Compliance Manager West Region
Cogent Communications I Rialto, CAI www.cogentco.com
cell (951)208-3697 1 email: osilva@cogentco.com
cogent
Like, Follow and Connect with Cogent
13 1M.
From: Sammons, Lynsey [EHD] <Isammons@sjgov.org>
Sent: Wednesday, May 14, 2025 5:04 PM
To: Silva, Oscar <osilva@cogentco.com>
Cc: Mcclung, Roland <rmcclung@cogentco.com>
Subject: RE: Reporting Lead Acid Batteries on CERS
CAUTION: This email originated from an external sender! Based on the certificate, I was able to close out violation #2 on the hazardous
waste inspection report. Regarding the manifests, it's a good start, but those both look like they're dated
from 2020. Have you found any documents related to hazardous waste that has been generated on site
since 2021? The hauler/transporter should have left either a disposal record (uniform hazardous waste
manifest, bill of lading, consolidated manifest) or even just a receipt for something like universal waste
(aerosols, lightbulbs, etc.) or large batteries. Have you determined how filters from the generator have
been removed and transported off site?
