Mr. Todd Del Frate -2-
Foothill Sanitary Landfill

Methane was detected at five monitoring points (perimeter soil gas well SG-1 at 0.4%-vol, and
SG-02AD, SG-11AD, SG-11AI, and SG-11AS at 0.1%-vol) during the second semiannual 2024
sampling event. Methane was not reported in the other perimeter soil gas.

The County is continuing efforts to construct a leachate evaporation facility to provide greater
capacity to manage leachate generated in the landfill. In addition, the County is preparing to
replace the three dry wells. One of the wells (MW-7R) that is now dry was constructed only two
years ago. Given the high variability of geologic conditions in the area, staff will be requesting
greater latitude on the placement of screen in the replacement wells.

I certify under penalty of perjury that I am familiar with the information submitted in this report,
and to the best of my knowledge the report is true, accurate, and complete.
If you have any questions, please contact Juan Acevedo, Engineer III, at (209) 468-3066, or me
at (209) 953-7316.

Sincerely,

Mark Houghton
Senior Engineer
Enclosure
c: (Via Email): Bryce Howard, Integrated Waste Manager
David Toliver, Deputy Director/Operations
Natalia Subbotnikova, Environmental Health Department

N:\1Foothill\RWQCB\Groundwater Monitoring\2024 GW Reports\2nd Semiannual\Foothill 2024 2nd Semi
Annual Rprt - Cvr Ltr.doc
