City of Manteca, Food Waste Processing <br /> Operational Procedures <br /> Per regulations associated with Senate Bill(SB)1383,the city is required to divert organic material from landfill disposal. A portion <br /> of the organic material to be diverted will be source separated food waste. The city has and will continue to develop a source <br /> separated food waste collection program in both the commercial and residential sectors. The city will abide by CalRecycle, Short- <br /> lived Climate Pollutants(SLCP): Organic Waste Regulations, specifically pertaining to Article 3. Organic Waste Collection Services, <br /> Article 4. Education and Outreach, Article 5. Generators of Organic Waste, Article 7. Regulations of Haulers, and Article 14. <br /> Enforcement. <br /> A critical component of any material source separation program is establishment of policies, regulations,and procedures to control <br /> contamination that would,if left unchecked, inhibit the city's ability to utilize food waste at its highest and best use. <br /> Examples of acceptable food waste include: <br /> • All fruits and vegetables(pits and shells are permitted) <br /> • Coffee grounds and paper filters <br /> • Dairy products <br /> • Eggs and eggshells <br /> • Leftover and spoiled food <br /> • Meats including bones <br /> • Seafood <br /> • Breads <br /> • Food soiled paper <br /> • Paper cups,bags,trays, napkins,towels and plates <br /> Food waste packaging that is allowed to be collected with food waste includes: <br /> • Organics in plastic film bags <br /> • Organics in their original packaging including paper,Tetra Pak,steel cans <br /> • Styrofoam or plastic take-out containers. <br /> • Organics in loose form <br /> Examples of unacceptable organic and container materials include: <br /> • Aluminum foil <br /> • Glass, bottles andjars <br /> • Textiles <br /> • Lumber <br /> • Shrink wrap <br /> • Pallets <br /> • Animal waste <br /> • Medical waste <br /> • Tree branches or firewood <br /> Source separated food waste shall be placed by the generator in a city provided cart or bin. The city will then, based on a schedule <br /> intended to minimize odors,will service the carts and bins with a combination of front loader,and side loader solid waste collection <br /> trucks. Collection trucks will be free of municipal solid waste (MSW) residue before starting a sourced separated food waste <br /> collection route. <br /> At completion of the source separated food waste collection route, or when the collection truck has met capacity, the collection <br /> truck shall deliver collected material to the Lovelace Materials Recovery Facility and Transfer Station (Lovelace), located at 2323 <br /> Lovelace Road, in Manteca California. <br /> Upon arrival at Lovelace,the collection truck shall enter the commercial truck entrance and proceed to the Lovelace scale house for <br /> weighing of collected material. After weighing of collected material the collection truck driver will be given a receipt showing the <br /> weight of material, and material type (source separated food waste). From the scale house the collection truck will follow a <br /> prescribed route established by San Joaquin County Solid Waste Division,to the#10 stall in the Automated Disposal Area. This is <br />
