City of Manteca, Food Waste Processing Operational Procedures Per regulations associated with Senate Bill(SB)1383,the city is required to divert organic material from landfill disposal. A portion of the organic material to be diverted will be source separated food waste. The city has and will continue to develop a source separated food waste collection program in both the commercial and residential sectors. The city will abide by CalRecycle, Short- lived Climate Pollutants(SLCP): Organic Waste Regulations, specifically pertaining to Article 3. Organic Waste Collection Services, Article 4. Education and Outreach, Article 5. Generators of Organic Waste, Article 7. Regulations of Haulers, and Article 14. Enforcement. A critical component of any material source separation program is establishment of policies, regulations,and procedures to control contamination that would,if left unchecked, inhibit the city's ability to utilize food waste at its highest and best use. Examples of acceptable food waste include: • All fruits and vegetables(pits and shells are permitted) • Coffee grounds and paper filters • Dairy products • Eggs and eggshells • Leftover and spoiled food • Meats including bones • Seafood • Breads • Food soiled paper • Paper cups,bags,trays, napkins,towels and plates Food waste packaging that is allowed to be collected with food waste includes: • Organics in plastic film bags • Organics in their original packaging including paper,Tetra Pak,steel cans • Styrofoam or plastic take-out containers. • Organics in loose form Examples of unacceptable organic and container materials include: • Aluminum foil • Glass, bottles andjars • Textiles • Lumber • Shrink wrap • Pallets • Animal waste • Medical waste • Tree branches or firewood Source separated food waste shall be placed by the generator in a city provided cart or bin. The city will then, based on a schedule intended to minimize odors,will service the carts and bins with a combination of front loader,and side loader solid waste collection trucks. Collection trucks will be free of municipal solid waste (MSW) residue before starting a sourced separated food waste collection route. At completion of the source separated food waste collection route, or when the collection truck has met capacity, the collection truck shall deliver collected material to the Lovelace Materials Recovery Facility and Transfer Station (Lovelace), located at 2323 Lovelace Road, in Manteca California. Upon arrival at Lovelace,the collection truck shall enter the commercial truck entrance and proceed to the Lovelace scale house for weighing of collected material. After weighing of collected material the collection truck driver will be given a receipt showing the weight of material, and material type (source separated food waste). From the scale house the collection truck will follow a prescribed route established by San Joaquin County Solid Waste Division,to the#10 stall in the Automated Disposal Area. This is
