This <br /> facility does not have Solid Waste Facility Permit to operate landfill. <br /> a. Cease this practice immediately. <br /> b. All significant change in the operation shall be approved by the EHD and concurred by CIWMB. <br /> C. The operator began removing those wastes today. <br /> 3. AC T14CCR17863 -Report of Compost Site Information-Concrete and dirt was disposed in the area near manure stockpiling area. <br /> a. Cease this practice immediately. <br /> b. This activity is not described in the RCSI. Remove the disposed waste and disposed of appropriately. <br /> C. The operator began removing those wastes today. ' <br /> 4. AC T14CCR17867(a)(2)-Dust Control-Dust was heavy at time. No water truck was in site. Per operator,one water truck and on pull-water <br /> trailer were on site for dust control. <br /> a. Provide adequate dust control. <br /> b. Ensure that the dust control equipment is in good working condition. <br /> Note: <br /> a. The facility has taken compost sample for analysis every month. <br /> b. The Modified Solid Waste Facility Permit has been approved and issued. <br /> c. The RCSI amendment had been submitted and approved to the use of new feedstock that includes grape pumice,paper fiber and steer manure. <br /> The new feedstock has not been approved by the Water Board. <br /> d. Per operator,the manure comes from one of the facility in Lathrop after it has undergone a complete composting process. <br /> e. The radio has been provided to all foremen,dispatcher,manager and supervisor. <br /> f. The temperature of the windrows were between 132,98 and 140 F. <br />
