Repair all pondings. <br /> b. Grade the surface to promote runoff as described in RCSI 2.A.2.d <br /> 3. AC T14CCR17863-Report of Compost Site Information-The scarab has been down since 12/18/07. The windrows were turned with a loader, <br /> according to site personnel. According to RCSI 3.C.1,scarab is listed as one of the equipment. <br /> a. Repair scarab. <br /> 4. AC T14CCR17867(a)(2)-Nuisance-Mud and materials were on Flood Road. They were tracked out of the facility by vehicles leaving the facility. <br /> a. Remove mud and materials that were tracked by vehicle onto the street. <br /> b. All handling activities shall be conducted in the manner that will minimize nuisance and transportation of dust. <br /> 5. V T14CCR17867(a)(12)-Leachate Control-There is no leachate pond on site. The leachate was collected in the natural swell located on the <br /> southeast corner of the facility. The swell appears to be overflown and there is signs of leachate getting into the adjacent <br /> property and creek. According to Todd Delfrate of Water Boards,the waiver of waste discharge had been sunset. <br /> a. Provide adequate leachate control. <br /> b. Ensure that all leachate is maintained on site. <br /> Note: <br /> a. The facility has taken compost sample for analysis every month. <br /> b. The Modified Solid Waste Facility Permit has been approved and issued. <br /> c. The RCSI amendment had been submitted and approved to the use of new feedstock that includes grape pumice,paper fiber and steer manure. <br /> The new feedstock has not been approved by the Water Board. <br /> d. Per operator,the manure comes from one of the facility in Lathrop after it has undergone a complete composting process. <br /> e. The radio has been provided to all foremen,dispatcher,manager and supervisor. <br /> f. The temperature of the windrows were between 90.5,112,82 and 144 F. <br />
