AC T14CCR17867(a)(12)-Leachate Control-There is no leachate pond on site. The leachate was collected in the natural swell located on the <br /> southeast corner of the facility. There are spots of dead grass on the other side of the fence near the leachate collection swell, <br /> an indication of leachate getting into the adjacent property and nearby creek. According to Todd Delfrate of Water Boards,the <br /> waiver of waste discharge had been sunset. <br /> a. Provide adequate leachate control. <br /> b. Ensure that all leachate is maintained on site. <br /> 3. AC T14CCR17868.3(b)-Pathogen Levels/Temp.Maint.-During pathogen reduction period,Windrow#53 and 56 received 3 turns each in the <br /> duration of the temperature at or above 131 F. <br /> a. During pathogen reduction period,the temperature of the compost shall be maintained at or above 131 F for at least 15 days <br /> and there shall be a minimum of 5 turning during at period. <br /> Note: <br /> a. The facility has taken compost sample for analysis every month. <br /> b. The Modified Solid Waste Facility Permit has been approved and issued. <br /> c. The RCSI amendment had been submitted and approved to the use of new feedstock that includes grape pumice,paper fiber and steer manure. <br /> The new feedstock has not been approved by the Water Board. <br /> d. Per operator,the manure comes from one of the facility in Lathrop after it has undergone a complete composting process. <br /> e. The radio has been provided to all foremen,dispatcher,manager and supervisor. <br /> f. The temperature of the windrows were between 142,126,116 and 138 F. <br />
