Wood chip, bark and the remain of finished compost(after screen)were stockpiled near the green waste area since they were
removed from the road in response to the violation noted on the inspection report dated Oct 31,2008.It appears as if they are being
disposed of there. The tailing from the area near manure pile was placed in that pile also. The pile is growing in size;currently the pile is
approximately 120 ft by 120 by 13 ft,it is estimated to be approximately 5,000 cubic yard. See photo.
-Remove all the waste in question and dispose of at an appropriate facility immediately.
-Any disposal or landfilling is not authorized under the current permit or RFI.
-The operator has ignored the EHD's repeated request to submit plan and/or to remove that waste pile since May 27,2009.
-To date, the operator has no plan or time table on when the waste will be removed for disposal.
-An Administrative Office Hearing is scheduled for December 8,2009 at San Joaquin County Environmental Health Department.
2. There appears to be more tailig disposal in the area behind the packing plant(near the old manure stockpiling area). Tailing is the
mixture of wood chip, bark and the remain of the finished compost(after screening). The area in question is expanding,it is encroaching on
the adjacent creek. See photo.
-Cease this activity immediately.
-Any disposal or landfilling is not authorized under the crrent permit or RFI.
-Remove the tailing and dispose of at an appropriate facility.
3.The heavily contaminated remain of the finished compost(after screening)was stcokpiled with the ground green waste which is
designated as compost feedstock. The remain contained lots of plastic. See photo.
-Remove and separate the remain from the clean feedstock.
-Heavily contaminated remain shall be disposed at an appropriate facility.
X 17868.5(a)-Load Checking/Sorting
Comments:The heavily contaminated remain of the finished compost(after screening)was stcokpiled with the ground green waste which is
designated as compost feedstock.
