Wood chip,bark and the remain of finished compost(after screen)were stockpiled near the green waste area since they were <br /> removed from the road in response to the violation noted on the inspection report dated Oct 31,2008.It appears as if they are being <br /> disposed of there.The tailing from the area near manure pile was placed in that pile also. <br /> Remove all the waste in question and dispose of at an appropriate facility immediately. <br /> Any disposal or landfilling is not authorized under the current permit or RFI. <br /> -The operator has begun removing the above-mentioned waste to Forward Landfill in San Joaquin County since November 10,2009. <br /> According to the operator,10 loads of waste per day and 5 days per week were removed,using 36 yard truck. The operator expected to <br /> have all waste removed by November 30,2009. <br /> -An Administrative Office Hearing was scheduled for December 8,2009 at San Joaquin County Environmental Health Department. <br /> The operator has verbally requested that the EHD cancelled the Administrative Office Hearing(AOH). The operator is to submit a wriiten <br /> request for EHD to cancel)the AOH. If all the above-mentioned waste is removed by November 30,2009 and the written request for the <br /> EHD to cancell the AOH is submitted,the EHD will consider the cancellation of the AOH on November 30,2009. <br /> 2.There appears to be more tailing disposal in the area behind the packing plant(near the old manure stockpiling area).Tailing is the <br /> mixture of wood chip,bark and the remain of the finished compost(after screening).The area in question is expanding,it is encroaching on <br /> the adjacent creek.See photo. <br /> Cease this activity immediately. <br /> Any disposal or landfilling is not authorized under the crrent permit or RFI. <br /> -Remove the tailing and dispose of at an appropriate facility. <br /> The operator has begun screening the tailing and removed the waste as appropriate. <br /> 3.The heavily contaminated remain of the finished compost(after screening)was stcokpiled with the ground green waste which is <br /> designated as compost feedstock.The remain contained lots of plastic.See photo. <br /> -Remove and separate the remain from the clean feedstock. <br /> -Heavily contaminated remain shall be disposed at an appropriate facility. <br /> -The operator plans to use Cyclone to pull the plastic out of the waste;the remain will be reintroduced into the compost windrow. <br /> X 17867(a)(8)-Fire Prevention,Protection,Control <br /> Comments:White smoke is observed coming out of the pile behind the packing building.It appears the fire has started. <br /> Put out the fire. <br /> Monitor the temperature of the pile to prevent future fire. <br /> 6s....... : .9-011 <br /> The temperature of the windrows are as following:windrwo#50=120 F,#51 =112 Fand#52=129 F. <br /> The Scrarab is still down. <br />
