Cease this practice immediately. <br /> b. All significant change in the operation shall be approved by the EHD and concurred by CIWMB. <br /> 3. V T14CCR17863 -Report of Compost Site Information-Concrete and dirt was disposed in the area near manure stockpiling area. <br /> a. Cease this practice immediately. <br /> b. This activity is not described in the RCSI. Remove the disposed waste and disposed of appropriately. <br /> C. According to Jose,Cal Waste Recovery will haul the waste away. He was not sure where the disposal site will be. Submit <br /> work plan and site safety plan to EHD for approval prior commencing work. <br /> 4. AC T14CCR17867(a)(2)-Dust Control-Dust control was inadequate at the time of inspection. It was very dusty. <br /> a. Provide adequate dust control. <br /> 5. AC T14CCR17868.3(b)-Pathogen Levels/Temp.Maint.-During pathogen reduction period,Windrow#44 received 2 turns in the <br /> duration of the temperature at or above 131 F. <br /> a. During pathogen reduction period,the temperature of the compost shall be maintained at or above 131 F for at least 15 days <br /> and there shall be a minimum of 5 turning during at period. <br /> Note: <br /> a. The facility has taken compost sample for analysis every month. <br /> b. The Modified Solid Waste Facility Permit has been approved and issued. <br /> c. The RCSI amendment had been submitted and approved to the use of new feedstock that includes grape pumice,paper fiber and steer manure. <br /> The new feedstock has not been approved by the Water Board. <br /> d. Per operator,the manure comes from one of the facility in Lathrop after it has undergone a complete composting process. <br /> e. The radio has been provided to all foremen,dispatcher,manager and supervisor. <br /> f. The temperature of the windrows were between 123,135 and 53 F. <br />
