<br /> <br />Forward Landfill – SIR 5 www.scsengineers.com <br /> <br />Waste is covered with a minimum of 6-inches of compacted earthen material or approved alternative <br />daily cover (ADC) at the end of each operating day or more frequently, as needed. Soil for daily cover <br />comes from on-site excavation. <br />5.2 ALTERNATIVE DAILY COVER <br />Forward, Inc. has received approval for the use of ADC to conserve air space and native soils as <br />permitted by the current SWFP. For ADC, Forward, Inc. has been permitted to use ash and cement <br />kiln dust, treated auto shredder waste (TASW), preprocessed C&D waste, shredded tires, <br />compostable materials (off-spec, delivered by generator), and geosynthetic tarps per the current JTD. <br />Other ADC materials approved in 27 CCR may be utilized through authorization from appropriate <br />regulatory agencies. <br />Geosynthetic blanket materials are to be removed from the waste within 24-hours after placement. <br />The C&D waste consists of predominantly rock, concrete, brick, sand, soil, ceramics, cured asphalt, <br />lumber and wood, wood products, roofing material, plastic, pipe, plant material when comingled from <br />construction work, and fines derived from processing these materials. <br />5.3 INTERMEDIATE COVER <br />Intermediate cover requirements and standards are described in 27 CCR §20695, §20700, and <br />§20705. Intermediate cover is a 12-inch layer of compacted soil placed where no additional waste <br />will be deposited within 180 days of intermediate cover placement. In conjunction with placing <br />intermediate cover, necessary grading occurs, and benches and drainage controls are installed, as <br />needed. <br />Regular maintenance preserves soil cover in completed areas by maintaining proper surface <br />drainage and vegetative cover. Routine maintenance primarily focuses on three areas: sealing <br />cracks caused by settlement or desiccation; repairing erosion damage that has occurred as a result <br />of heavy rainfall; and reporting to the appropriate regulatory agencies any unusual site occurrences <br />such as slope failures, vandalism, and progressive increase in leachate generation, or permit <br />violations. <br />Soil used for intermediate cover material is excavated from on-site borrow areas. Currently, final <br />cover material is generated and stockpiled as a by-product material from the on-site aggregate <br />processing operation. <br />Per Site, areas outlined in green in Figure 2 have an intermediate cover of 12 inches of soil.
