Forward Landfill – SIR 7 www.scsengineers.com

CalRecycle reported waste intake in tons for 2020 and 2021; and
A site-specific AUF of 0.85 tons/CY.
As stated in Section 4.2, a 75% organics diversion upstream in 2025 from the 2014 estimated
organic waste disposal is approximately 407,674 tons. To estimate the projected impacts to the
waste volume due to the potential reduction of 75% of organics diversion upstream, 407,674 tons
were subtracted from 1,049,565 tons (equivalent to the 2024 waste intake with 1.4% growth rate
without 75% upstream organics diversion). Therefore, assuming the upstream diverted organics
fraction tonnage was not immediately replaced with alternate waste streams, an estimated
641,891 tons would be received at the Site in 2025. Table 6 summarizes the resulting potential
impacts on the Landfill’s volumetric capacity.

Table 6 – Landfill Capacity and Site Life
Year Solid Waste Placement
(Tons)
Airspace
Consumed (CY)
Remaining Capacity (CY)
2020 925,947 1,089,349 20,739,248
2025 641,891 755,166 15,213,097
2043 535,782 630,332 0

The table presenting the volumetric capacity calculations for the Site is included as Appendix B.
7 WASTE HANDLING METHODS
Materials received at the Site include soil, ADC, refuse, and special waste. Handling of materials is
conducted to minimize vectors and the creation of nuisances associated with solid waste disposal.
The purpose of these procedures is to protect public health and safety and to meet the Handling
Criteria of 27 CCR §21600b (7)(B and E) and the Operating Criteria of 27 CCR §21600b (50(J).
All MSW deliveries to the Site are first directed to the active working face. Waste received at the
working face is pushed to the fill area by a dozer for compaction. The commercial unloading area is
maintained at the toe of the working face to provide maximum protection from winds to reduce litter.
Waste is disposed of at either the base or top of the working face.
As special wastes enter the Site, an official begins the screening process and grants disposal
approval. During the review and approval process, special handling requirements are identified.
Once accepted, special waste will be disposed per the appropriate provisions of 27 CCR.
The reduction of organic waste disposal due to upstream diversion is anticipated to decrease the
overall amount of refuse disposed at the Landfill. The waste reduction can impact the size of the
working face, which is determined by the actual waste throughput. Other than potential impacts to
the size of the working face and the timing of future landfill development, no other changes to the
waste handling methods currently in-place are anticipated at this time, resulting from the reduction
in organic waste disposal.
