Aboveground Petroleum Storage Act Program Inspection Report <br />Date: <br />August 08, 2025 <br />Facility Address: <br />4520 S HWY 99, STOCKTONSAIA LTL - SCA <br />Facility Name: <br />Environmental Health Department <br />30 Code of Fed Regulations 112.7(f)(1) 4020001 - Training provided for op/maint of equip, discharge procedures, <br />laws/regs, general fac ops, and SPCC <br />OBSERVATION: The Quick Reference Guide and section 7.0, "Personnel Training and Discharge Prevention <br />Procedures", in the SPCC Plan state that employees should receive spill prevention training initially upon assuming those <br />responsibilities, and at least annually after that. Forms for documenting training are included in the tabbed section at the <br />back of the plan. The facility could not provide records to verify training has been conducted as required during the <br />inspection. <br />Facility failed to provide training to the oil-handling personnel regarding the following: <br />1. The operation and maintenance of equipment to prevent discharges. <br />2. Discharge procedure protocols. <br />3. Applicable pollution control laws, rules, and regulations. <br />4. General facility operations. <br />5. The contents of the SPCC Plan. <br />REGULATION GUIDANCE: (f)(1) At a minimum, train your oil-handling personnel in the operation and maintenance of <br />equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and regulations; <br />general facility operations; and, the contents of the facility SPCC Plan. <br />CORRECTIVE ACTION: Immediately provide adequate training to all oil handling personnel and submit a copy of the <br />training log and training content to the EHD. <br />This is a (Class 2) Violation. <br />31 Code of Fed Regulations 112.7(f)(2) 4010022 - Person has been designated as accountable for discharge prevention <br />and reports to management <br />OBSERVATION: The designated person accountable for discharge prevention in the SPCC plan is inconsistent. <br />-Section 1.3 of the SPCC Plan, "General Facility Information", lists Terminal Manager Ray Magallanes as the person <br />accountable for oil spill prevention and response. <br />-The designated person listed in Section 7.1 of the SPCC Plan, "Designated Person Accountable for Discharge <br />Prevention is the "Regional Safety Manager". <br />-Table 4 of the SPCC Plan, "Emergency Response Contacts" identifies the Terminal Manager and Regional Safety <br />Manager as different positions. The table states that one of the Terminal Manager's responsibilities is to "Notify Saia <br />Regional Safety Manager" in the event of an emergency. <br />REGULATION GUIDANCE: (f)(2) Designate a person at each applicable facility who is accountable for discharge <br />prevention and who reports to facility management. <br />CORRECTIVE ACTION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan shall designate a person at <br />the facility who is accountable for discharge prevention and who reports to facility management. Designate a person <br />accountable for discharge prevention, submit proof of correction to the EHD. <br />This is a (Class 2) Violation. <br />1868 E.
