Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />October 21, 2024 <br /> Facility Address: <br />1002 FRONTAGE RD, RIPON <br /> Facility Name: <br />GAS & SHOP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />Code of Fed Regulations 112.7(a)(3)(i) 4010041 - SPCC Plan addresses the type of oil and storage capacity for all <br />fixed and portable containers. <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to address the type of oil and <br />storage capacity for each fixed container. The storage capacities for AST-1 (diesel fuel), AST-2 (motor oil), and AST-3 <br />(used oil) are out of date. <br />-The storage capacity of AST-1 (diesel fuel) is listed as 10,000-gallons. Manager Erik Sandoval stated that the tank on <br />site at the time of inspection is 15,546-gallons. <br />-The storage capacity of AST-2 (motor oil) and AST-3 (used oil) are listed as 110-gallons each. The tanks observed on <br />site at the time of inspection have a storage capacity of 400-gallons each. <br />REGULATION GUIDANCE: The SPCC plan shall include: (i) The type of oil in each fixed container and its storage <br />capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or <br />provide an estimate of the potential number of mobile or portable containers, the types of oil, and anticipated storage <br />capacities. <br />CORRECTIVE ACTION: The SPCC Plan shall properly address the type and storage capacity of all fixed and portable <br />and/or mobile containers, as required. Submit proof of correction to the EHD. <br />This is (Minor) Violation. <br /> 15 <br />Code of Fed Regulations 112.7(a)(3), 25270.4.5(a) 4010015 - SPCC contains an adequate facility diagram. <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to include an adequate facility <br />diagram <br />-The site maps in the SPCC Plan have outdated capacities. <br />-Figure 2, 3, and 4 have AST-1 (diesel fuel) labeled with a storage capacity of 10,000-gallons. The <br />tanks observed on site at the time of inspection have a storage capacity of 400-gallons each. <br />REGULATION GUIDANCE: (3) Describe in your Plan the physical layout of the facility and include a facility diagram, <br />which must mark the location and contents of each fixed oil storage container and the storage area where mobile or <br />portable containers are located. The facility diagram must identify the location of and mark as “exempt” underground <br />tanks that are otherwise exempted from the requirements of this part under § 112.1(d)(4). The facility diagram must <br />also include all transfer stations and connecting pipes, including intra-facility gathering lines that are otherwise <br />exempted from the requirements of this part under § 112.1(d)(11). <br />CORRECTIVE ACTION: Ensure that the SPCC plan includes a complete facility diagram.
