SAN11JOAQUIN <br /> Environmental Health Department <br /> CP22 - UST FULL Compliance Review Report <br /> Facility Name: Facility Phone: Date: <br /> Tracy Texaco 925 456-5700 Ext 111 August 25 2025 <br /> Facility Address: CERS ID: <br /> 2375 N TRACY BLVD TRACY CA 95376 10182109 <br /> Inspection Contact: Title: Phone: <br /> O- <br /> VIOLATIONS <br /> The following non-inspection related violations listed below from the California Health and Safety Code(HSC), California Code of <br /> Requlations(CCR)and/or the Code of Federal Regulations(CFR)were found. <br /> #1 CA Health and Safety Code 25284; CCR 2711(d) 2030021 -Facility has a valid Permit to Operate from the CUPA <br /> OBSERVATIONS:OBSERVATION:The 2024 operating permit fees for the UST system have not been paid. <br /> REGULATION GUIDANCE: No person may own or operate an UST unless a permit for its operation has been issued by the <br /> local agency to the owner or operator of the UST system. <br /> CORRECTIVE ACTION: Immediately contact the EHD accounting office to make arrangements for payment to obtain a permit to <br /> operate a UST system. An"Operating without a Permit" penalty applies. <br /> This is(Class 1)Violation. <br /> #52 CA Code of Regulations 2635(c)(1) 2030036-Overfill prevention system has not been overridden and meets <br /> overfill requirements(TCR 9b) <br /> OBSERVATIONS:OBSERVATION:The 500 gallon used oil tank does not have an approved overfill prevention system. <br /> REGULATION GUIDANCE:All underground storage tanks shall be equipped with an overfill prevention system that does not <br /> allow for manual override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an audible and <br /> visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs when the tank <br /> is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are exposed to product <br /> due to overfilling. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to install an approved overfill <br /> prevention system. Replacement of a mechanical flapper valve requires a permit and inspection by the EHD. If an external <br /> audio/visual alarm is replaced, provide a copy of the service receipt to the EHD.
