Please provide the date you took over the site and any supporting documentation <br />showing the effective ownership transfer date. According to CCR Title 23, 2712 (d), “the transfer is reported to <br />the local agency by submitting all of the required submittal elements in the California Environmental Reporting <br />System or a local reporting portal within 30 days of the change in ownership.” <br /> <br />To clarify, although the invoice for the 2024 permit to operate would have been typically sent to the facility in <br />fall 2023 to allow for timely payment, the permit fees are for 2024 (and not due in September 2023, as you <br />mentioned in your email). Furthermore, it’s the owner/operator’s responsibility per Health and Safety Code <br />(HSC) 25284 and HSC Section 25299 (a) to obtain a permit to operate an underground storage tank system and <br />pay all appropriate fees. It is also the owner/operator’s responsibility to notify the Environmental Health <br />Department per Title 23, 2712(d) of any ownership changes. <br /> <br />Since it appears that you operated this UST facility from January 2024 to December 2024, and the previous UST <br />owner/operator didn’t pre-pay the 2024 permit to operate fees, you still need to pay the 2024 permit to operate <br />fees, and they are past due at this time, resulting in a non-compliant status for your facility. Attached are the <br />2024 and 2025 invoices for the permit to operate for this facility. <br /> <br />Please be advised that because the 2025 billing was delayed this year, your 2026 permit to operate invoice will <br />be sent out in the fall of 2025. <br /> <br />Please don’t hesitate to email me if you have any further ques Ɵons. <br /> <br />Sincerely, <br /> <br />Elena K.
