I will <br /> forward his contact info to Steve Levine—so they can discuss the CIA program and LEA responsibilities for CIA sites. <br /> Glenn <br /> From:Young,Glenn <br /> Sent:Wednesday,October 19,20119:23 AM <br /> To:Ambrose,Sabra;'Beth Abramson-Beck';Peter Clark <br /> Cc:Walker,Scott;Mindermann,Wes;Levine,Steve <br /> Subject:City of Lodi Former Landfill Site Visit 18 Oct 2011 <br /> Here are notes from the site visit to the City of Lodi Landfill on 18 Oct 2011: <br /> • Met with the San Joaquin County LEA(Robert McClellon,Natalia Subbotnikova,Michael Nith),City Public Affairs and <br /> Counsel(Jeff Hood&Steve?)at the City of Lodi Former Landfill <br /> • LEA requested CIA staff assistance in review PCLU proposed for the City of Lodi Landfill(canoe&kayak park access point to <br /> Mokelumne River);see: <br /> http://www.lodi.gov/press releases/PR20110815 rive raccess.htm1;CIA staff reviewed site files and previous reports and <br /> recommends phase I&II investigation prior to approval of PCLU project <br /> • Performed a site walk around the 3.7-acre"peninsula"parcel owned by the City of Lodi(which is gated and fenced-see <br /> below aerial photos); <br /> • Several investigation reports have been performed for the site which includes borings,trenching and sampling&analysis; <br /> some gas testing(see attached geotechnical report prepared for developers in 1982 by Foundation Engineers);waste <br /> thickness ranges from 20-25 feet;significant concentrations of heavy metals(see below table);Kleinfelder waste volume <br /> estimate of 25-50 KCYs(does not include soil—multiply x 4 based on 1:4 waste to soil ratio—3.7 acres x 43,560 ft2/acre x 20 <br /> feet deep=120 KCYs) <br /> • Historical aerials reflect disposal activities east and west of the railroad track and also to the south(see attached.kmz <br /> google earth historical aerial overlays);site to the west of railroad tracks had an industrial land-use(Winery until 1989) <br /> • Homes adjacent to the site may have waste on property or are being impacted by LFG migration(based on historic aerial <br /> footprint);we will try to obtain any documentation of efforts to delineate and remove waste materials from developers, <br /> consultants or the City prior to construction of residences <br /> • Waste evident(concrete,asphalt,glass)on slope of railroad bridge abutment;waste appears to go from 3.7 acre site <br /> beneath railroad bridge to other side <br /> • Evidence of trespassing during visit(transient camping)/security issues(some illegal dumping—minor) <br /> • 3.7 Acre site owned by city appears to be secured,covered,graded,vegetated and well-maintained <br /> • Home adjacent to the site on the west side of railroad tracks appears to be constructed on area that may have had <br /> disposal/contamination from Winery/previous industrial operations(surface impoundment noted on historical aerial in the <br /> vicinity of the home) <br /> ® Potential for waste disposal footprint east of the 3.7 acre City Landfill along the bank of the Mokelumne River(backyards of <br /> 2-3 residences east of the landfill—see below 1937 historial aerial overlay). <br /> • No long-term gas monitoring network at the site(one-time gas monitoring event conducted in 1980s);Kleinfelder's report <br /> suggested exemption from SWAT program <br /> • Recommend a LFG monitoring network construction to 27 CCR 20925 standards based on current residential land-use and <br /> one-year of monthly gas monitoring to include quarterly gas sampling and analysis for fixed gases and VOCs,e.g.ASTM 1942 <br /> and T.O.-15(City used site for C&D until 1970s) <br /> • Recommend exploratory boring and trenching and sampling as part of investigation(see below suggested locations— <br /> exploratory borings/sampling/complete as gas monitoring or LFG observation wells—also see attached Google Earth <br /> Placemarks for suggested boring locations) <br /> • Recommend that Steve Levine talk to City of Lodi Counsel regarding CalRecycle regulations,enforcement,LEA <br /> responsibilities,etc.(relay CalRecycle experiences with Duarte,Benton Dump,Waring's Dump,Pacific Avenue,14th Avenue, <br /> etc.) <br /> Beth will develop and prepare the LFG Monitoring Network/Investigation Work Plan(to include summary of previous <br /> reports and investigation,e.g.Phase 1) <br /> • Sabra will coordinate the draft investigation work plan with the LEA,City and RWQCB/DTSC as necessary) <br /> • Sabra will work with Robert/Natalia to obtain Site Access based on final investigation exploration/LFG monitoring well <br /> locations <br /> • Sabra will work with LEA and City to obtain current Parcel Map/Residential Subdivision Maps/Parcel Map prior to <br /> Subdivision(showing industrial uses) <br /> • Ninyo&Moore will perform the field work/LFG monitoring well construction oversight;request Clean-up program support <br /> 10/21/2011 <br />
