Revised Workplan-Additional Site Investigation for PFAS BSK Project E20-016-01F <br /> Stockton Metropolitan Airport(SCK) March 1, 2023 <br /> Stockton, California Page 4 <br /> to, spilled, or released in any way to lands of a facility, then a Preliminary Site Investigation Workplan is <br /> required for those locations where PFAS was released to land. <br /> The initial March 20, 2019 Order required that a Workplan for a one-time preliminary site inspection for <br /> PFAS impacts be submitted to the CVRWQCB by May 19, 2019. The California Airports Council (CAC) <br /> requested an extension to the compliance deadlines stated in the Order on April 23, 2019. The SWRCB <br /> granted an extension of 60 additional days to the original Workplan due date for Small-Hub and Non-Hub <br /> airports. SCK is considered a Non-Hub airport. <br /> BSK conducted a Site visit at SCK on April 25, 2019,and met with Mr. Russell Stark,former Airport Director, <br /> and Mr. Edward Martell, Fire Chief of Montezuma Fire Department (MFD) Station 18-2. BSK toured the <br /> following five locations where AFFF has been historically or currently stored, used, and/or discharged: <br /> (1) Awash rack located at the southeast end of the facility,to the south of the runways("Wash Rack") <br /> (2) A former runway near the present cargo area at the north end of the facility that was removed <br /> from service in about 2002 ("Former Runway") <br /> (3) The Atlantic Aviation Hangar <br /> (4) MFD Station 18-2 <br /> (5) A Fire Suppression (FS) Materials Storage Shed that is located 120 ft northwest of MFD Station <br /> 18-2, at the west end of"Hangar J." <br /> Figure 2 shows the locations of the five AFFF Use Areas that were identified during BSK's Site visit to be <br /> evaluated for potential PFAS investigation. Based on Site practices, containment, and/or the findings of <br /> no known AFFF releases, Fire Station 18-2,and the Materials Storage Building warranted no further action <br /> and were not included in the scope of investigative activities. The scope of PFAS investigative activities <br /> did however include: <br /> • the Wash Rack(Potential Release Area "PRA 1"), <br /> • the Former Runway("PRA 2"), and <br /> • the Atlantic Aviation Hangar("PRA 3"). <br /> Following a June 2020 PFAS investigation at SCK, BSK submitted a Revised PSI titled "Revised Report <br /> Preliminary Site Investigations for PFAS Stockton Metropolitan Airport (SCK) Stockton, California" dated <br /> October 15, 2021, and revised on May 1, 2022. The CVRWQCB concurred with BSK's recommendations in <br /> the revised report in their letters dated March 2, 2022. Recommendations in BSK's Revised PSI concluded <br /> the following: <br />
