Revised Workplan-Additional Site Investigation for PFAS BSK Project E20-016-01F <br /> Stockton Metropolitan Airport(SCK) March 1, 2023 <br /> Stockton, California Page 6 <br /> 4. Methods to evaluate whether the PFAS groundwater plume has migrated off-site and <br /> caused or contributed to the detection of PFAS compounds in municipal supply well <br /> CA3910012 089 089 located within 4,000 feet northeast of the Airport; <br /> 5. Information regarding the storm drain network, stormwater flow directions, and any <br /> stormwater retention and/or treatment system available at the Airport, to evaluate <br /> the potential of PFAS compounds being transported off-site via stormwater; <br /> 6. Sampling and Analysis Plan (SAP)for compounds and parameters specified in Tables 2 <br /> and 3 at the end of this letter. The SAP shall include the following but not limited to: <br /> a. Field sampling methods that are consistent with the State Water Board's Per- <br /> and Polyfluoroalkyl Substances (PFAS) Sampling Guidelines for Non-Drinking <br /> Water; <br /> b. Lab analytical method which reports the 31 target analytes contained in Table <br /> 2 and the analytical laboratory accredited by the California Environmental <br /> Laboratory Accreditation Program that is capable to conduct the PFAS analysis <br /> compliant with the quality control requirements of Department of Defense <br /> Table B-15 of Quality Systems Manual(QSM)5. <br /> c.Analytical methods for the field parameters and general groundwater chemistry <br /> parameters in Table 3 that are appropriate for the expected concentrations. <br /> Finally, the Work Plan must be uploaded in a searchable portable document format (PDF) into <br /> GeoTracker via the ESI Portal by COB November 2, 2022. GeoTracker ESI guidance, general <br /> information, and Help Desk assistance can be found on the ESI homepage6." <br /> BSK issued a November 2, 2022, document titled "Workplan, Additional Site Investigation, Per- and <br /> Polyfluoroalkyl Substances in Soil and Groundwater, Stockton Metropolitan Airport (SCK), 5000 South <br /> Airport Way,Stockton,California,(GeoTracker#T10000012778), (WDR Order No.WQ-2019-0005-DWQ)", <br /> for further investigation at Stockton Metropolitan Airport. <br /> Following their review of BSK's November 2, 2022 workplan, the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) issued a January 13, 2023, letter titled "Response to Additional PFAS Site <br /> Investigation Work Plan Stockton Municipal Airport(T10000012778)5000 S. Airoport[sic] Way, Stockton, <br /> California". The letter contains the CVRWQCB's comments regarding BSK's November 2, 2022 workplan. <br /> This revised workplan addresses those comments. <br /> The following sections describe the environmental setting, purpose of the investigation, project approach, <br /> scope of work to be performed at SCK to delineate the lateral and vertical extent of soil and groundwater <br />
