HASP-Additional Site Investigation for PFAS BSK Project#E20-016-01F <br /> Stockton Metropolitan Airport(SCK) May 5,2023 <br /> Stockton, California Page 1 <br /> 1. INTRODUCTION <br /> The purpose of this Health and Safety Plan (HASP) is to assign responsibilities, establish personal <br /> protection standards and safety procedures, and provide for contingencies that may arise during project <br /> operations at Sites containing Per-and Polyfluoroalkyl Substances(PFAS),petroleum hydrocarbons, heavy <br /> metals, pesticides/herbicides, and/or unknown chemicals in soil and/or groundwater. This plan complies <br /> with, but does not replace, Federal Health and Safety regulations as set forth in the Code of Federal <br /> Regulations for Labor,Title 29 Parts 1910 and 1926 (29 CFR), California Health and Safety Regulations as <br /> set forth in Title 8, California Code of Regulations, and guidance established by the California Department <br /> of Health Services. This HASP is to be used by BSK Associates (BSK) personnel as a supplement to such <br /> rules, regulations, guidelines, and in conjunction with BSK's revised Workplan titled "Revised Workplan <br /> Additional Site Investigation Per- and Polyfluoroalkyl Substances in Soil and Groundwater Stockton <br /> Metropolitan Airport 5000 S. Airport Way, Stockton, California (GeoTracker #T10000012778) (WDR <br /> ORDER NO. WQ-2019-0005-DWQ)," dated March 1, 2023. <br /> Provisions of this plan are mandatory for on-Site BSK employees engaged in hazardous material <br /> management activities including, but not limited to: initial Site reconnaissance, preliminary field <br /> investigations, mobilization, project operations, and demobilization where volatile organic compounds <br /> are expected and invasive work is limited to exploratory soil borings using hand augers, direct push <br /> technology (DPT) drilling rigs, hollow-stem auger (HSA) drilling rigs, and sonic drilling rigs. Changing or <br /> unanticipated Site conditions may require modification of this HASP to maintain a safe work environment. <br /> Modifications to the plan should be recorded in field notes and reviewed with Site personnel. Under no <br /> circumstances will modifications to this plan conflict with federal,state,or local Health and Safety regula- <br /> tions. Informal daily tailgate meetings will be held to emphasize work Site hazards, safety procedures, <br /> and concerns of on-Site personnel. <br /> If applicable, BSK would provide a copy of this HASP to a representative of each on-Site BSK subcontractor <br /> in compliance with 29 CFR 1910.120(b)(15)to inform them of potential Site hazards. Each subcontractor <br /> provides a HASP to his employees covering exposure to hazardous materials and completes work in <br /> accordance with that plan. BSK reserves the right to review each subcontractor's plan for applicability to <br /> potential Site hazards. <br /> BSK reserves the right to suspend its subcontractor's Site work and ask the subcontractor's personnel to <br /> evacuate the hazard area in the event of grossly inadequate Health and Safety precautions on the part of <br /> the subcontractor or if the subcontractor's personnel are, or may be, exposed to an immediate health <br /> hazard. The subcontractor provides its own safety equipment in accordance with its HASP requirements. <br /> The subcontractor will comply with all regulations, including OSHA 29 CFR 1910.134 and 8 CCR 5144 <br /> (Respiratory Protection), 29 CFR 1910.120 and Title 8, CCR, Section 5192 (Hazardous Waste Operations <br /> and Emergency Response), 29 CFR 1926 (Excavations), and 29 CFR 1910.95 (Noise Hazards and Hearing <br /> Protection). <br />
