SAN J O A Q U I N Environmental Health Department <br /> CrUUN I Y <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: PACIFIC GAS&ELECTRIC COMPANY Date: May 19, 2018 <br /> Business Name: PACIFIC GAS&ELECTRIC COMPANY Record ID#: COKLBGMKR <br /> Site Address: 10536 TRINITY PKWY Program Element: 2546 <br /> STOCKTON, CA 95218 Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> Vehicle struck a pad mounted transformer causing the release, material flowed onto asphalt then went into a storm drain <br /> that leads to an unknown waterway, RP and FD handled the containment, contractor is performing clean up. <br /> OBSERVATIONS: <br /> Witnessed the damaged pad mounted transformer behind the Sportsman's Warehouse,with visible mineral oil staining on <br /> the concrete pad and surrounding soil. Release was not contained as indicated in the initial report. Dark staining, possibly a <br /> mix of oil and mud, observed from the transformer to the first drain, approximately 25 feet north of transformer.According to <br /> PSC, clean-up contractor,thousands of gallons of water can be expected to have been released from the fire hydrant struck <br /> by the vehicle located about 10 ft. south of the transformer, causing water, and possibly mineral oil, to flow into the first three <br /> storm drains north of transformer. Dirt, debris, and possibly mineral oil appeared to be spread across the pavement by the <br /> released water. No obvious oil sheen was observed in the manholes inspected throughout the shopping mall parking lot, nor <br /> in the wet well adjacent the pump station located in the south-west corner of Michael Faklis Park.A light colored sheen was <br /> observed along the north shore of White Slough, behind the pump station where an outlet discharges storm water into the <br /> waterway.According to Richard Stifler of City of Stockton MUD,the pump station was running from about 10PM on 5/18 <br /> through 3AM on 5/19,which confirms that the mineral oil released was discharged into White Slough waterway. PSC <br /> pumped out 160 gals of mineral oil that remained from the 243 gal.transformer, indicating about 83 gals of oil released into <br /> storm water system. Remaining mineral oil is to be recycled by PG&E. PSC is beginning clean-up by cleaning the impacted <br /> pavement and storm water drains. Once the flow of the oil in the storm water system is determined, PSC is to jet the <br /> system, and clean the wet well.The pump station and soil impacted must also be cleaned. PG&E to provide analytical <br /> results for the transformer oil sample taken,waste determination prior to waste disposal, and final disposal records to the <br /> EHD. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> • Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> • Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> CORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> IMMEDIATELY <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Provide waste determination to EHD, prior to waste disposal. <br /> EHD 25-01 Rev.08/17/17 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
