Geosyntec <br /> eunsullanls <br /> 1. IN,rRODUOTION <br /> On behalf of the Lincoln Center Environmental Remediation Trust(Trust),Geosyntec Consultants, <br /> Inc. (Geosyntec) has prepared this Former Source Area Injection Work Plan (Work Plan) for the <br /> Lincoln Village Shopping Center in Stockton,California(the Site; Figure 1).This Work Plan has <br /> been prepared to support ongoing groundwater remediation activities at the Site described in the <br /> Final Remedial Action Plan (RAP; Geosyntec, 2015b). The proposed injections described in this <br /> Work Plan are intended to address residual chlorinated solvent impacts in groundwater related to <br /> former dry-cleaning operations in the former source area of the Site (Figure 2). The Trust is <br /> currently permitted to inject potassium permanganate under General Waste Discharge Order No. <br /> R5-2015-0149 for In-Situ Groundwater Remediation (WDR permit). As such, the scope of work <br /> identified herein falls under the aforementioned permit. <br /> Remediation at the Site is being conducted as part of the Site Response Plan defined in the <br /> "Amended First Final Order, Final Judgment and Order Terminating Permanent Injunction" <br /> (Consent Decree) and supporting Declaration dated May 15, 2001. By definition, the Site <br /> Response Plan is a collective group of work plans and remedial action plans that describe the <br /> investigation and the clean-up to be undertaken at the Site. Site work, including preparation of this <br /> document, is completed with oversight from the Central Valley Regional Water Quality Control <br /> Board(CVRWQCB). <br /> 1.1 Workplan Objectives <br /> This Work Plan has been prepared to describe the rationale and methodology for completing in- <br /> situ chemical oxidation (ISCO) injections to address recalcitrant chlorinated solvent impacts <br /> related to former dry-cleaning operations at the Site. This work is intended to supplement the <br /> current remediation activities underway in the downgradient area and expedite the overall <br /> timeframe for cleanup at the Site. This Work Plan includes details on the design of the ISCO <br /> injections and the associated implementation activities, including planning, permitting, <br /> monitoring, and reporting. <br /> 1.2 Document Organization <br /> Following this introductory section,this Work Plan is organized as follows: <br /> • Section 2 "Background" presents a summary of the relevant Site background information <br /> including Site location, use, and history, Site geology and hydrogeology, the nature and <br /> extent of constituents of concern in groundwater, and previous remedial activities. <br /> • Section 3"Rationale and Objectives"provides the basis and describes the objectives of the <br /> proposed ISCO injections and presents design assumptions and performance criteria. <br /> • Section 4 "Field Implementation Activities" describes the pre-field implementation <br /> activities including updates to the health and safety documentation,permitting,access and <br /> utility clearance; and the proposed field activities including mobilization and Site <br /> Fanner Source Area Injection Work Plan 1 August 08,2019 <br />
