Geosyntec eunsullanls 1. IN,rRODUOTION On behalf of the Lincoln Center Environmental Remediation Trust(Trust),Geosyntec Consultants, Inc. (Geosyntec) has prepared this Former Source Area Injection Work Plan (Work Plan) for the Lincoln Village Shopping Center in Stockton,California(the Site; Figure 1).This Work Plan has been prepared to support ongoing groundwater remediation activities at the Site described in the Final Remedial Action Plan (RAP; Geosyntec, 2015b). The proposed injections described in this Work Plan are intended to address residual chlorinated solvent impacts in groundwater related to former dry-cleaning operations in the former source area of the Site (Figure 2). The Trust is currently permitted to inject potassium permanganate under General Waste Discharge Order No. R5-2015-0149 for In-Situ Groundwater Remediation (WDR permit). As such, the scope of work identified herein falls under the aforementioned permit. Remediation at the Site is being conducted as part of the Site Response Plan defined in the "Amended First Final Order, Final Judgment and Order Terminating Permanent Injunction" (Consent Decree) and supporting Declaration dated May 15, 2001. By definition, the Site Response Plan is a collective group of work plans and remedial action plans that describe the investigation and the clean-up to be undertaken at the Site. Site work, including preparation of this document, is completed with oversight from the Central Valley Regional Water Quality Control Board(CVRWQCB). 1.1 Workplan Objectives This Work Plan has been prepared to describe the rationale and methodology for completing in- situ chemical oxidation (ISCO) injections to address recalcitrant chlorinated solvent impacts related to former dry-cleaning operations at the Site. This work is intended to supplement the current remediation activities underway in the downgradient area and expedite the overall timeframe for cleanup at the Site. This Work Plan includes details on the design of the ISCO injections and the associated implementation activities, including planning, permitting, monitoring, and reporting. 1.2 Document Organization Following this introductory section,this Work Plan is organized as follows: • Section 2 "Background" presents a summary of the relevant Site background information including Site location, use, and history, Site geology and hydrogeology, the nature and extent of constituents of concern in groundwater, and previous remedial activities. • Section 3"Rationale and Objectives"provides the basis and describes the objectives of the proposed ISCO injections and presents design assumptions and performance criteria. • Section 4 "Field Implementation Activities" describes the pre-field implementation activities including updates to the health and safety documentation,permitting,access and utility clearance; and the proposed field activities including mobilization and Site Fanner Source Area Injection Work Plan 1 August 08,2019
