R5-2015-0012, <br /> FULL SCALE IN-SITU GROUNDWATER REMEDIATION, LINCOLN VILLAGE SHOPPING <br /> CENTER, STOCKTON, SAN JOAQUIN COUNTY <br /> On 20 January 2016, the Executive Officer of the Central Valley Regional Water Quality <br /> Control Board (Central Valley Water Board) issued a Notice of Applicability (NOA) to the <br /> Lincoln Center Environmental Remediation Trust (LCERT) (Discharger) for coverage under <br /> General Order No. R5-2015-0012, General Waste Discharge Requirements for In-situ <br /> Groundwater Remediation and Discharge of Treated Groundwater to Land. The NOA was <br /> issued for the full-scale in-situ chemical oxidation (ISCO) groundwater remediation project for <br /> the injection of potassium permanganate for remediation of the dry-cleaning solvent <br /> tetrachloroethene (PCE) and its breakdown byproducts in groundwater at the Lincoln Village <br /> Shopping Center in Stockton, and assigned Order No. R5-2015-0012-013. ISCO injections, <br /> along with groundwater extraction and recirculation, was selected as the final remedy for <br /> groundwater and described in the 2015 Final Remedial Action Plan (RAP). <br /> LCERT has submitted an 8 August 2019 Former Source Area Injection Work Plan (work plan) <br /> to support the ongoing groundwater remediation activities at the site by conducting ISCO <br /> injections in the former source area along the former sewer line due to rebound of volatile <br /> organic compounds (VOCs) in groundwater that had previously been remediated by air <br /> sparging and soil vapor extraction. The ISCO will be conducted and monitored in the same <br /> manner as the ongoing remedial activities, but using direct-push borings for one-time <br /> injections, and covered under the existing permit as described in the work plan and this <br /> revised NOA. <br /> Project Location: <br /> The project is in San Joaquin County, Township 2N, Range 6E, Section 21, Mount Diablo <br /> Baseline & Meridian.
