Lincoln Center - 4 - 29 August 2019 <br /> San Joaquin County <br /> Additionally, if concentrations of hexavalent chromium in the treatment zone do not decline <br /> adequately following the ISCO injection phases, a corrective action work plan shall be <br /> submitted to the Central Valley Water Board for approval within 30 days of request by Central <br /> Valley Water Board staff following discussions with the Discharger. The work plan shall <br /> include one or more of the following: <br /> • Increase monitoring frequency; <br /> • Expand the monitoring network; <br /> • Inject a reducing compound using amendments such as sodium thiosulfate, calcium <br /> polysulfide, zero valent iron, ascorbic acid, and/or lactate and ethanol to reduce <br /> dissolved metals mobilized by ISCO; or <br /> • Induce hydraulic control of affected groundwater. <br /> All contingency measures in the work plan shall be fully implemented within six months of the <br /> request for the work plan by Central Valley Water Board staff, following approval by the <br /> Executive Officer. <br /> Specific Requirements: <br /> 1. The project will be operated in accordance with the requirements contained in the General <br /> Order and in accordance with the information submitted in the completed Notice of Intent. <br /> 2. The required annual fee (as specified in the annual billing you will receive from the State <br /> Water Resources Control Board) shall be submitted until this Notice of Applicability is <br /> officially revoked. <br /> 3. Injection of materials other than treated groundwater water and potassium permanganate <br /> into the subsurface is prohibited, other than materials to reduce any metals that are <br /> mobilized during the ISCO project. Per the Contingency Plan, sodium thiosulfate, calcium <br /> polysulfide, zero valent iron, ascorbic acid, and/or lactate and ethanol can be injected into <br /> the subsurface to reduce metals in accordance with an approved work plan. <br /> 4. Failure to abide by the conditions of the General Order could result in an enforcement <br /> action as authorized by provisions of the California Water Code. <br /> 5.
