Flora Street <br /> Stockton, California 95202 <br /> Atlas Proposal 054-2023-0051A <br /> Dear Ms. Mendoza <br /> ATC Group Services LLC (ATC) doing business as Atlas Technical (Atlas) is pleased to provide this <br /> proposal in response to your request for a Phase II Environmental Site Assessment (ESA) of the above- <br /> referenced location (property)for Visionary Home Builders of CA, Inc. (Client).The activities outlined in this <br /> proposal are intended to assess subsurface impact to the subject site resulting from the long-term operation <br /> of an automobile repair garage that was formerly located at the Subject Property. <br /> BACKGROUND <br /> Based on information provided in your email dated August 17, 2023, the property consists of eight parcels. <br /> The property includes APNs 139-175-180-000, 139-175-100-000, 139-175-110-000, 139-175-120-000, <br /> 139-176-020-000, 139-176-180-000, 139-176-190-000 which includes the addresses of 728, 740, 826 N. <br /> California Street and 517, 525 and 527 E. Flora Street in Stockton, California. The properties are a mix of <br /> vacant land and land that is developed with unoccupied commercial or residential buildings. <br /> An initial subsurface investigation was requested in an email dated August 17, 2023 due to the proposed <br /> development of the Subject Property. <br /> Based on the results of the Environmental Site Assessment of 826 North California Street, Stockton, <br /> California, a nearby former gasoline service station had operated at 747 North California Street from <br /> approximately 1935 to approximately 1972 based on its depiction on Sanborn maps and listing in City <br /> Directories. The report conduced that this was an REC, and a limited subsurface investigation should be <br /> conducted. The report also concluded that the hydraulic elevator in the building was a BER and should be <br /> further evaluated to determine if components of the elevator containing hydraulic fluid extend into the <br /> subsurface. <br /> The following tasks are based on preliminary information provided for the Subject Property and the <br /> presumed goal of redevelopment.
