Flora Street <br /> Stockton, California 95202 <br /> Atlas Proposal 054-2024-0009 <br /> Dear Mr. Silva <br /> Atlas Technical (Atlas) is pleased to provide this proposal in response to your request for an additional <br /> Phase II Subsurface Investigation of the above-referenced location (Subject Property)for Visionary Home <br /> Builders of CA, Inc. (Client). The activities outlined in this proposal are intended to assess soil and <br /> groundwater impact to the property resulting from the long-term operation of an automobile repair garage <br /> and gasoline station that was formerly located west-adjacent to the Subject Property at 747 North California <br /> Street. Atlas conducted a previous Limited Phase II Subsurface Investigation and reported the results on <br /> December 6, 2023. <br /> BACKGROUND <br /> The Subject Property consists of eight parcels including APNs 139-175-180-000, 139-175-100-000, 139- <br /> 175-110-000, 139-175-120-000, 139-176-020-000, 139-176-180-000, 139-176-190-000. The associated <br /> addresses are 728, 740, 826 N. California Street and 517, 525 and 527 E. Flora Street in Stockton, <br /> California. The parcels are a mix of vacant land and land that is developed with unoccupied commercial or <br /> residential buildings. <br /> An Environmental Site Assessment and initial subsurface investigation were requested in an email dated <br /> August 17, 2023 due to the proposed development of the Subject Property. <br /> Based on the results of the Environmental Site Assessment of 826 North California Street, Stockton, <br /> California, a nearby former automobile repair garage and gasoline station had operated at 747 North <br /> California Street from approximately 1935 to approximately 1972. This was based on the gasoline service <br /> station depiction on Sanborn maps and listings in City Directories. The report concluded that this was a <br /> recognized environmental condition, and a limited subsurface investigation should be conducted. The <br /> report also concluded that the hydraulic elevator in the building was a business environmental risk and <br /> should be further evaluated to determine if components of the elevator containing hydraulic fluid extend <br /> into the subsurface. <br /> Atlas performed a limited subsurface investigation at the Subject Property on November 14, 2023. Both <br /> total petroleum hydrocarbons as gasoline (TPHg) and benzene were reported in soil vapor samples at <br /> concentrations that exceed their respective San Francisco Bay- Regional Water Quality Control Board Tier <br /> 1 and Residential environmental screening level values (ESLs).
