Austin Road <br />Manteca, CA 95336 <br />P: (209) 982-4298 <br />F: (209) 982-1009 <br />Mr. Brendan Kenny <br />Engineering Geologist <br />Central Valley Regional Water Quality Control Board <br />11020 Sun Center Drive, Suite 200 <br />Rancho Cordova, CA 95670 <br />April 1, 2025 <br />Dear Mr. Kenny: <br />In accordance with Attachment B of the Monitoring and Reporting Program of the General Waste Discharge <br />Requirements for Commercial Composting Operations State Water Resources Control Board Order WQ 2020-0012- <br />DWQ (General Order), and the Forward Resource Recovery Facility – General Waste Discharge Requirement <br />Technical Report – Tier 2 (Technical Report), Forward, Inc. submits this 2024 Annual Monitoring and Maintenance <br />Report (Report) for the Forward Landfill. This Report describes the operation of the Forward Resource Recovery <br />Facility (compost facility), owned and operated by Forward Inc. The General Order requires all composting to comply <br />with requirements of the General Order. <br />An annual survey was conducted on August 30, 2024, prior to the wet season, and there was no evidence of areas <br />of deficiency such as cracking or subsidence in the containment structures, and therefore no corrective action was <br />undertaken. All composting operation areas are evaluated on a quarterly basis for any evidence of leachate, ponding, <br />or surface failures in compliance with the specifications of the General Order. During the monitoring period, there <br />were no corrective actions needed in any of the four quarters. <br />No notification of violations were issued during the year of 2024 by the State Water Resources Control Board in <br />regards to the compost facility. <br />As summarized in the attached Table 1, detention pond monitoring is conducted as per Attachment B of the General <br />Order for sampling of the detention pond. All analyses were conducted at a laboratory accredited for such analyses <br />by the State Water Board’s Environmental Laboratory Accreditation Program. <br />Per the General Order and Technical Report, groundwater protection monitoring is not required for the compost <br />facility. <br />I certify under penalty of law, that I have personally examined and am familiar with the information submitted in <br />this document and all attachments, and that based on my inquiry of those individuals immediately responsible for <br />obtaining this information, I believe that the information is true, accurate, and complete.
