(Forward) is pleased to submit this Revised Quarterly Monitoring Report – Fourth Quarter/Annual 2024 <br />for the Forward Landfill, in accordance with the Monitoring and Reporting Program (MRP) specified in the Forward <br />Landfill Waste Discharge Requirements set forth in the Central Valley Regional Water Quality Control Board (RWQCB) <br />Order No. R5-2024-0002 (Order). This revision to the annual report was completed following a meeting with the <br />RWQCB on March 12, 2025. The format of the enclosed report has been restructured to enable easier comparison <br />to the MRP, and this cover letter was revised to clearly report any deviations from the requirements of the MRP and <br />propose corrective actions. <br />During the fourth quarter 2024 monitoring period, the Forward Landfill Operations Manager reported that standard <br />observations were conducted weekly and no surface water was discharged from the facility. Due to the absence of <br />surface water flow, surface water samples were not collected from the upstream or downstream surface water <br />monitoring stations. <br />For the unsaturated-zone monitoring stations, one suction lysimeter (LY-POND-N) contained sufficient liquid to <br />collect a sample for analysis of volatile organic compounds (VOCs). No VOCs were detected from the lysimeter <br />sample. The sample did not contain sufficient liquid for analysis of inorganic parameters. The remaining unsaturated <br />zone monitoring stations were either dry or had insufficient water for sample collection. <br />The RWQCB issued three Notice of Violations (NOVs) during fourth quarter 2024. <br /> The first NOV, dated November 22, 2024, was for a required update to the financial assurance cost estimate to <br />consider future costs associated with corrective action. Forward submitted the Financial Assurance for <br />Corrective Action to the RWQCB on March 3, 2025. <br /> The second NOV, dated December 11, 2024, was for an incomplete winterization plan and for the application <br />of alternate daily cover on the exterior side slopes of the landfill, which drain to the sedimentation basins and <br />surface water (Little John’s Creek). Corrective actions were completed in December 2024, and Forward <br />submitted a response to the NOV on January 13, 2025. <br /> The third NOV, dated December 17, 2024, was for acceptance of non-conforming waste. Forward submitted <br />responses to the NOV on January 22 and February 28, 2025. <br />In addition, the San Joaquin County Environmental Health Department (SJCEHD) issued three NOVs during fourth <br />quarter 2024. <br /> One NOV was issued during the November 19, 2024, inspection for exposed glass on the northern portion of <br />Waste Management Unit (WMU) FU-08. Corrective actions were completed before the follow-up site <br />inspection.
