2.0 SITE BACKGROUND <br /> 2.1 Site Description <br /> The subject property consists of one parcel of land comprising 0.88 acre located on the east side of North <br /> Ham Lane within a mixed residential, commercial, and retail area of Lodi, San Joaquin County, California. <br /> The subject property is currently developed with a single-story building,which was constructed in 1962 and <br /> is occupied by Lakewood Plaza which includes various commercial/retail tenants such as Lakewood Meats <br /> & Sausage, Lakewood Nails, Little Caesar's, Ironside Muay Thai Gym, and Lodi Laundromat. On-site <br /> operations consist of retail food preparation, sales, management, nail and beauty activities, fitness classes, <br /> coin-operated laundry services, administrative and property maintenance activities. In addition to the <br /> structures, the subject property is improved with asphalt-paved parking areas and associated landscaping. <br /> The subject property is bound by residences to the north, a residence and North Sunset Drive to the east <br /> beyond which are residences, a gasoline station and commercial property to the south, and North Ham <br /> Lane to the west beyond which are commercial properties, a vacant lot and a residence. Refer to Figure 1 <br /> for a site vicinity map showing site features and surrounding properties. <br /> 2.2 Site History <br /> Partner completed a draft Phase I Environmental Site Assessment Report(Phase I) for the subject property, <br /> dated March 8, 2023, on behalf of Sierra View Tax&Consulting. According to historical sources, the subject <br /> property was formerly developed with agricultural land as early as 1937 to circa 1949; vacant land in 1957; <br /> and developed with the current structure in 1962. Tenants on the subject property have included various <br /> commercial/retail occupants including 2 Launderette (1970); May's One Hour Martinizing Cleaners (1970- <br /> 1975); Lakewood One Hour Cleaners (1975-1980); Lakewood Dry Cleaners (1980-2013). Existing tenants <br /> include (Lakewood Meats & Sausage (1970-present); Lakewood Nails (2003-present); Little Caesar's (2017- <br /> present); Ironside Muay Thai Gym (present); and Lodi Laundromat (2009-present). <br /> The following recognized environmental condition (REC) was identified in the Phase I: <br /> • The subject property was identified as a dry cleaning facility from at least 1970 to 2013. Dry cleaning <br /> operations typically use chlorinated solvents, particularly tetrachloroethene (PCE), during the dry <br /> cleaning process. These solvents, even when properly stored and disposed of, can be released from <br /> these facilities in small, frequent releases through floor drains, cracked concrete, and sewer systems. <br /> Chlorinated solvents are highly mobile chemicals that can easily accumulate in soil. A review of <br /> regulatory agency records indicates the subject property utilized halogenated solvents such as PCE. <br /> Although there are no records of a release associated with this facility, the historical use as a dry <br /> cleaning facility (40+ years) and the utilization of solvents represents a REC. <br /> In April 2023, Partner conducted a Sub-Slab Soil Gas Investigation at the subject property to evaluate the <br /> potential impact of chlorinated volatile organic compounds (CVOCs) to sub-slab soil gas as a <br /> consequence of a release or releases from former on-site dry cleaning facility. The scope of the Sub-Slab <br /> Soil Gas Investigation included the installation of four temporary sub-slab soil gas probes (SS-1 through <br /> SS-4) to collect representative soil gas samples.
