GENERAL UNANTICIPATED DISCOVERY PROCEDURES <br /> If any unanticipated cultural resources or suspected cultural resources are encountered during the <br /> assessment, the Toeroek Team, the EPA contractor,will follow the general steps outlined below. <br /> STEP 1: STOP WORK within a 100-foot radius of the observed cultural material and <br /> NOTIFY Toeroek Team Project management. Ensure all cultural items are left in place and <br /> that no further disturbance is permitted to occur. All vehicles, equipment, and unauthorized <br /> personnel will not be permitted to traverse the discovery site. If the find occurs at the end of the <br /> workday, the area must be secured in a manner to prevent vandalism or biological disturbance <br /> (such as flooding, animal interference, etc.). <br /> • The Toeroek Team field team leader (FTL) will notify the Toeroek Team project manager <br /> (PM) or program manager subsequent to securing the discovery location. Refer to <br /> Section V to contact the Toeroek Team PM or program manager. <br /> STEP 2: NOTIFY State, Tribal, or Archaeological Monitor(s). If a state, tribal, or <br /> archaeological monitor is on site for the project, the FTL will notify that person. The monitor <br /> will follow the provisions of the monitoring plan if one is in place. If no monitor is on site, the <br /> FTL will skip to STEP 3. <br /> STEP 3: NOTIFY the EPA Region 9 PM.The FTL will contact the EPA Region 9 PM. If <br /> unable to contact the EPA Region 9 PM, the FTL will contact the EPA contracting officer's <br /> representative (COR). The EPA Region 9 PM or EPA COR will make all subsequent calls and <br /> notifications. <br /> EPA,in consultation with the State Historic Preservation Office (SHPO) and qualified <br /> archaeologists (as applicable),will determine the subsequent course of action for appropriately <br /> treating and evaluating the significance of the cultural resources in accordance and compliance with <br /> federal, state, and local laws. Refer to Section V to contact the EPA Region 9 PM. <br /> • In the event unintentional damage occurs to a National Register of Historic Places-eligible <br /> site during TBA activities, the FTL will immediately notify the EPA Region 9 PM and <br /> document any damage.The EPA Region 9 PM will contact SHPO if a SHPO representative <br /> is not already monitoring the site. <br /> Invasive work will not proceed within the 100-foot radius around the discovery until the appropriate <br /> written authorization is obtained after consultation with EPA, SHPO, and qualified archaeologists <br /> (as applicable).The Toeroek Team PM or FTL may direct invasive work in other on-site areas away <br /> from the discovery site before contacting the concerned parties to ensure TBA activities proceed in <br /> a safe and timely fashion. <br /> B-2 <br />
