SAP/QAPP Addendum Lodi-125 N Stockton Final March 24,2025 2.0 BACKGROUND This section describes the Site,recounts the operational history and previous investigations of the Site, conveys geological information,and identifies potential analytes of concern (AOCs) and exposure routes. 2.1 Site Description The Site is located at 125 North Stockton Street in San Joaquin County,Lodi,California(Figure 1),and occupies approximately 1.2 acres of land in a mixed commercial/residential area.The Site is surrounded by residential,commercial,municipal,and recreational properties.The Site hosts an unoccupied office building, an equipment repair shop,a covered equipment storage area,and paved parking areas. 2.2 Operational History The Applicant has owned the Site since 1936.The historical review revealed the Site was historically used as a MGP in the late 1800s and early 1900s. Gas manufacturing began in Lodi in approximately 1891 when a small MGP began operations at the Site (Pacific Gas and Electric Company [PG&E] 1987).The plant was located next to the Lodi Water Works near the center of the block bounded by Main,Locust,Elm,and Stockton Streets.The plant operated until approximately 1908 when production ceased. 2.3 Previous Investigations A Phase I ESA and Phase II ESA were completed in 2022 by Stantec,Inc. (Stantec,Inc. 2021,2023). • The Phase I ESA identified former structures on the Site including a concrete block manufacturing facility,office buildings,truck storage area,and a timber planing mill.The Lodi Gas Works gas plant was present on the western portion of the Site and the eastern portion of the adjacent property from approximately 1895 to 1908.An underground storage tank(UST)was located in the northwest portion of the Site from approximately 1908 to 1916,no records of tank removal or closure were found.A 1,000-gallon combined capacity diesel/gasoline aboveground storage tank(AST)was found in the northern portion of the Site during the site reconnaissance,as well as widespread oil staining on the floor of the equipment repair shop on the Site.Recognized environmental conditions (REC) for the Site included the historical operation of the Site as an MGP,the former UST,the oil staining in the repair shop,and the known impact of historical dry cleaning and other industrial operations to the groundwater beneath the Site (Stantec,Inc. 2021). 6
