APPENDIX A—INADVERTENT DISCOVERY PLAN
INTRODUCTION
This Inadvertent Discovery Plan (IDP)will be followed if cultural resources, including human remains, are
encountered during ground disturbing activities at the property located at 125 N Stockton Street, Lodi,
California (the `Property').
PROTOCOL FOR INADVERTENT DISCOVERY OF CULTURAL RESOURCES
In the unlikely event that archaeological materials, features, and other potentially sensitive cultural resources
are encountered during the Phase II Environmental Site Assessment, all work must cease within the area of
the discovery until a qualified professional archaeologist can evaluate the discovery, the California Office of
Historic Preservation (OHP) is notified, and the lead agency (EPA)and consulting parties have agreed that
ground-disturbing activities may resume.
Cultural resources may include evidence of pre-contact or historic activities, artifacts such as formed stone or
bone tools, tool-making debris, fire-modified rock, organic materials such as charcoal, and faunal remains
including concentrations of shell and complete or fragmentary mammal, bird and fish bones, historic debris
scatters, and features such as hearths, pits, privies, post-holes or post-molds, stone, brick or wood
foundations and walls, and other evidence of structural remains.
If cultural resources are discovered during work, the lead environmental scientist will immediately halt work at
that location and notify each of the contacts listed in Table 1 below. The discovery area and a surrounding
buffer zone shall be delineated flagged stakes or yellow or orange fencing. These stakes shall not be
removed until after EPA is contacted and clears the area for future work. The buffer zone established around
the discovery area shall be large enough to protect the discovery area from additional disturbance. Ground
disturbing activities may continue outside of the buffer at a distance not expected to affect or disturb the
resources identified at the initial discovery site, or approximately 100 feet from the discovery area.Work shall
not restart at the discovery location(s) until clearance is received from the EPA.
Table 1—Initial Notification of Cultural Resource Discovery
Organization Contact Telephone/Fax/Email
Environmental Protection Agency Kelly Garbach, Brownfields Project Telephone: (415)972-3300
Region 9(Pacific Southwest) Officer kelly.garbach@epa.gov
City of Lodi Astrida Trupovnieks, City of Lodi Project Telephone: (209)333-6807
Manager atrupovnieks@lodi.gov
Office of Historic Preservation Julianne Polanco, SHPO Telephone: (916)445-7000
'ulianne.polanco@parks.ca.gov
Office of Historic Preservation Anmarie Medin, Supervisor Telephone: (916)445-7023
(Archaeology and Environmental anmarie.medin@parks.ca.gov
Compliance Unit)
Agency representatives identified in Table 1 may be changed, and additional contacts can be added at the
request of the reviewing and consulting parties.
The California Native American Heritage Commission (see contact information in Table 2) can provide a list of
Native American tribes who are culturally affiliated with the project area to help facilitate consultation following
an inadvertent discovery.
do 11us13594024orkgroup118571active1185705207105_report_delivldeliverablelsaps1125_n_stocktonWraft finakapp_a_idp.docx
