EPA specifies public health SLs of PCB exposures below which EPA believes exposure will <br /> not cause harm.Bulk sampling of suspected PCB-containing caulk will proceed in a manner ensuring <br /> representation of only the suspect caulk material in the sample. <br /> 3.1.3 Soil Sampling <br /> Soil sampling will be conducted throughout the Site as described in the following subsections. <br /> 3.1.3.1 Historical Manufactured Gas Plant Soil Sampling <br /> Soil borings in the area of the historical MPG will be advanced to 5 feet bgs at seven boring locations on the <br /> Site to collect soil samples (Figure 3).The soil boring locations will be spaced inside and adjacent to the <br /> approximate location of the historical MGP (Stantec,Inc. 2023).These will further delineate previously <br /> detected lead and arsenic exceedances in the MGP area and inform soil handling and disposal procedures <br /> during redevelopment. Subsurface soil samples will be collected at the following intervals: 0.5 to 1 feet bgs,2 <br /> to 3 feet bgs,and 3 to 5 feet bgs. Soil samples will be analyzed for arsenic and lead (EPA Method 6010), <br /> PAHs (EPA Method 8270-SIM),and TPH (EPA Method 8015M TPH [total petroleum hydrocarbons as <br /> gasoline (TPH-g),total petroleum hydrocarbons as diesel(TPH-d),and total petroleum hydrocarbons as <br /> motor oil(TPH-mo)]).Analytical results will be compared to the EPA regional screening levels (RSL) for <br /> industrial and residential soil(EPA 2024),the California Department of Toxic Substances Control(DTSC) <br /> SLs for commercial and residential receptors (DTSC 2022),and the San Francisco Bay Regional Water <br /> Quality Control Board (RWQCB)Tier 1 environmental SLs (ESL) (RWQCB 2019). <br /> 3.1.3.2 Historical Underground Storage Tank Soil Sampling <br /> Soil borings will be advanced to 15 feet bgs at four boring locations on the Site to collect soil samples (Figure <br /> 3).The soil boring locations will be north,east,south,and west 5-foot step-outs from the previous <br /> approximate location of a former UST (Stantec,Inc. 2023).These will further delineate previously detected <br /> 10 <br />
