SAP/QAPP Addendum <br /> Lodi-25 N Stockton <br /> Final <br /> March 24,2025 <br /> SITE-SPECIFIC QAPP WORKSHEET#10 <br /> PROBLEM DEFINITION <br /> The problem to be addressed by the project:The Toeroek Team applies the following seven-step data quality <br /> objective (DQO) process in planning for individual sites under the Resource Conservation and Recovery Act <br /> (RCRA) Enforcement,Permitting and Assistance (REPA) contract. <br /> Step 1—State the Problem <br /> The Site is a rectangular parcel encompassing approximately 1.2 acres located at 125 North Stockton Street,San <br /> Joaquin County,Lodi,California (Figure 1).The Site currently consists of an unoccupied office building,an <br /> equipment repair shop,a covered equipment storage area,and paved parking areas.The Site was historically used <br /> as a manufactured gas plant(MGP) in the late 1800s and early 1900s. Gas manufacturing began in Lodi in <br /> approximately 1891 when a small MGP began operation at the Site (Pacific Gas and Electric Company [PG&E <br /> 1987).The plant was located next to the Lodi Water Works near the center of the block bounded by Main, <br /> Locust,Elm,and Stockton Streets.The plant operated until approximately 1908 when production ceased. <br /> Contaminants related to the historical MGP,the historical USTs on Site,and the City of Lodi groundwater <br /> plume from historical dry cleaner operations (estimated to include this Site)were identified as potential threats to <br /> human health. <br /> Proposed future use of the Site involves rezoning of the Site as mixed use.A Targeted Brownfields Assessment <br /> (TBA)is necessary to determine if any threats to human health are present on the Site. <br /> Step 2—Identify the Goals of the Study <br /> Evaluate if building material, soils,soil gas and indoor air are contaminated at concentrations that could threaten <br /> human health. Conduct a site evaluation to support a decision either that the Site: (1) qualifies for unrestricted <br /> redevelopment if conditions do not suggest a potential threat to human health;or (2) requires further assessment <br /> or action to mitigate or eliminate identified unacceptable risks to human health. <br /> Step 3—Identify Information <br /> The following new data inputs,combined with existing information,will be used to determine if contamination <br /> is present at concentrations that could pose a threat to human health.U.S. Environmental Protection Agency <br /> (EPA) methods are from the SW-846 Compendium (EPA 2020a). <br /> 15 <br />
