Verify the source before opening links or
attachments.
Greg,
EPA is directing the Toeroek Team to initiate a TBA for a property located in the City of Lodi, CA.The
City is the applicant and owner for the site at 125 North Stockton Street, Lodi, CA 95240. CA DTSC
noted in its concurrence that the TBA application states that the property is 0.68 acres, however,
APN 043-084-130 is specified as 1.21 land acres in parcel details from the San Joaquin County GIS
Interactive Map and Parcel Information (used 8-digit APN to search, 04308413).The site for this TBA
project was historically used as a Manufactured Gas Plant in the late 1800s and early 1900s.The city
acquired the property in 1936, and it currently contains an unoccupied office building, an equipment
repair shop, a covered equipment storage area, and paved parking areas. A Phase I and Phase II ESA
were completed in 2022 under the City's expired EPA Brownfields Assessment Grant, identifying
high concentrations of VOCs, including PCE, that exceed state screening levels. These EAs will be
made available to you.The City is seeking a supplemental assessment, which would include a
targeted soil vapor gas survey. The City's qualified environmental professional prepared a draft SAP
under the Assessment grant, which was already shared with you and may aid your SAP development.
DTSC also noted the following:
The site is not listed in the SWRCB Geotracker Database. However, the site may be a part of or
adjacent to the following DTSC EnviroStor site. This information is provided for your reference--
MANUFACTURED GAS PLANT LODI - 2 (39490013)
MAIN & LOCUST STREETS
LODI, CA 95240
Site Type: Evaluation
Status: Inactive - Needs Evaluation
Site History: The Pacific Gas and Electric Company (PG&E) completed a "Historical Overview of the
Former Manufactured Gas Plants in Northern and Central California", dated 1987, which states that
gas manufacturing began in Lodi in approximately 1891 when a small gasoline gas plant began
operation at this location. The plant was located next to the Lodi Water Works near the center of the
block bounded by Main, Locust, Elm, and Stockton Streets. The plant operated until approximately
1908 when production ceased. No other gas was known to have been manufactured at this location.
Comments: Although PG&E prepared the document that included gas manufacturing in Lodi, PG&E
later clarified with DTSC that the companies that owned or operated the site were not absorbed into
PG&E by acquisition, merger, or other transaction, and that PG&E did not otherwise succeed to the
