(Apex) has been authorized by Mr. Min Le of McBillin Real Estate <br /> Investment (McBillin) to provide this Revised Remedial Action Plan (RAP) describing the <br /> installation of a multi-phase extraction (MPE) system to concurrently extract soil vapors and <br /> groundwater containing fuel related hydrocarbons at, the McBillin Real Estate Investment <br /> Property (herein after referred to as Site). This Revised RAP was prepared as requested by the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB)in a letter dated January 19, <br /> 2022 (Attachment A). <br /> This report is based, in part, on information obtained by Apex from McBillin, and is subject to <br /> modification as newly acquired information may warrant. <br /> SITE DESCRIPTION <br /> The Site is located at 2154 South El Dorado Street, in Stockton, San Joaquin County, California <br /> (Figure 1). The site is currently an empty lot that was a former gas station with five (5) <br /> underground storage tanks(USTs) that were removed on October 7,2010. The current Site layout <br /> including monitoring wells (both on-Site& off-site)is included as Figure 2. <br /> BACKGROUND <br /> March 5, 2014 — Advanced GcoEnvironmental, Inc. (AGE) supervised the installation of <br /> monitoring wells MW-1 through MW-6. Field activities were detailed in AGE's Groundwater <br /> Monitoring Report,dated April 11,2014. Subsequent to monitoring well installation, monitoring <br /> of the groundwater at the Site recommended. <br /> April 16, 2016—The State Water Resources Control Board (SWRCB) issued a Review Summary <br /> Report for the Site. In the review, the SWRCB recommended conducting a water supply well <br /> (916)851-0174 <br /> I <br />
