Revised Remedial Action Plan <br /> McBillin Real Estate Investment Properly <br /> 2154 South El Dorado Street,Stockton,Cali Cornia <br /> Page 3 <br /> January17. 2022—In a letter, the CVRWQCB requested a Revised Remedial Action Plan (RAP) <br /> by March 25,2022 (Attachment A). <br /> March 24, 2022—In and email, Apex requested to extend deadline for Revised RAP submittal to <br /> April 25, 2022. <br /> April 18, 2022—In an email, CVRWQCB staff granted deadline submittal of Revised RAP. <br /> April 20, 2022 —During a phone conversation, Apex and CVRWQCB staff agreed to extend the <br /> deadline for the submittal of the Revised RAP to April 29,2022. <br /> GENERAL SITE INFORMATION <br /> Site name McBillin Real Estate Investment Pro ert <br /> Site address 2154 South El Dorado Street, Stockton,California <br /> Responsible party Mr. Min Le McBillin Property. <br /> Current Site use Empty Lot <br /> Current phase of project Groundwater Monitoring/Remedial Assessment <br /> Tanks at site None <br /> Number of wells 13 monitoring wells (6 on-site, 7 off-site), 3 vapor <br /> extraction wells and 2 airs ar e wells <br /> PROJECT OVERVIEW <br /> The following section provides a summary of the relevant documents reviewed during the <br /> preparation of this Revised RAP. <br /> A review of the of the following Apex documents revealed that the soil and groundwater beneath <br /> the Site have been impacted by petroleum hydrocarbons and Apex has evaluated two (2)separate <br /> forms of potential remediation for the Site: <br /> • Second Semi-Annual 2019 Groundlpater Monitoring Report, and Pilot Test Results Report, <br /> Apex Envirotech, Inc., March 31,2020 <br /> • Dual-Phase Extraction Pilot Test Results Report,Apex Envirotech,Inc., April 16, 2021 <br /> November 7, 2019, Apex personnel began the remediation investigation phase of the project by <br /> performing an 8-hour SVE/AS pilot test at the Site. The SVE/AS test was performed to determine <br /> the feasibility of removing the contaminants of concern, which are TPHg and BTEX, from the <br /> subsurface the via specific methodologies. <br /> The test was performed on one well identified as vapor well(VW)VW-1 and one air sparge well <br /> IAS-1 (Figure 2). The 4-inch polyvinyl chloride (PVC) well utilized for the SVE component of <br /> the pilot test has a screen interval of 10 to 25 feet below ground surface(bgs). Based on flow rates <br /> and laboratory vapor sample results, the total extracted mass of TPHg and benzene were <br /> approximately 0.1 and 0.0 pounds,respectively,during the 8-hour test.
