GAVIN NEwsom <br /> GOWRNOR <br /> YAN <br /> IA <br /> Water Boards `■/ ENVI GSE R R`R <br /> E NVIRONMENFAL RRUTEI:TION <br /> Central Valley Regional Water Quality Control Board <br /> 21 March 2023 <br /> Atul & Suman Batra <br /> 91 Los Altos Drive <br /> Hollister, CA 95203 <br /> RESPONSE TO SITE ASSESSMENT, HESS-DUBOIS CLEANERS (FORMER); <br /> 348 WEST HARDING WAY, STOCKTON, SAN JOAQUIN COUNTY; <br /> LUST CASE GLOBAL ID: T0607700483, CLEANUP CASE GLOBAL ID: SLT5S1553195 <br /> For the property at 348 West Harding Way in Stockton (Site), there are currently two active <br /> environmental investigation cases open: <br /> • Leaking Underground Storage Tank (UST) case #390621 <br /> • Site Cleanup Program (SCP) case #SLT5S155. <br /> Both cases are named the same in the State's GeoTracker online environmental database. <br /> The UST case relates only to the release of petroleum hydrocarbons, while the SCP case <br /> is related to the release of non-petroleum hydrocarbons. While there may be some <br /> overlap in work performed for the two cases, any potential future closure of one case will <br /> have no bearing on the other case. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br /> reviewed the Site Assessment Report (Report) dated 16 February 2023. Advanced Geo <br /> Inc. (AGI) submitted this document for the Site on your behalf in relation to both the UST <br /> and SCP cases. In the Report, AGI presents the results of sampling of two off-Site <br /> groundwater borings, three on-Site soil gas wells, and one off-Site soil gas well. AGI <br /> recommends performing an additional confirmation round of soil gas sampling during 3rd <br /> quarter 2023. <br /> Central Valley Water Board staff has the following comments: <br /> 1. In their 15 December 2021 Low Threat Closure Evaluation Report (Evaluation), AGI <br /> concluded that Site conditions meet the criteria established in the Low-Threat UST <br /> Case Closure Policy (LTCP), with the exception of two data gaps related to plume <br /> delineation in groundwater and lack of vapor intrusion data. The grab groundwater <br /> and soil gas data collected in November 2022 and February 2023 filled those data <br /> gaps. The grab groundwater samples indicated that the extent of petroleum impact is <br /> adequately delineated upgradient (southwest) of the Site.
