GAVIN NEWSOM
GWFIiNOH
csu Foxxia YANA GARCIA
SE Water Boards ■/ ENVIRONMENTAL
FOR
ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
12 July 2023
Atul & Suman Batra
91 Los Altos Drive
Hollister, CA 95203
REQUEST FOR MEETING AND REVISED WORK PLAN, HESS-DUBOIS CLEANERS
(FORMER); 348 WEST HARDING WAY, STOCKTON, SAN JOAQUIN COUNTY;
LUST CASE GLOBAL ID: T0607700483, CLEANUP CASE GLOBAL ID:
SLT5S1553195
Central Valley Water Board staff reviewed the Site Assessment Work Plan (Work Plan),
dated 3 July 2023. Advanced Geo Inc. (AGI) submitted this document on your behalf
for the following active cases at 348 W. Harding Way in Stockton (Site):
• Leaking Underground Storage Tank (LUST) case #390621
• Site Cleanup Program (SCP) case #SLT5S155.
Central Valley Water Board staff does not concur with the proposed scope of work and
has the following comments:
1. In the Work Plan, AGI references the February 2020 Supplemental Guidance:
Screening and Evaluating Vapor Intrusion, Draft for Public Comments.
Department of Toxic Substances Control (DTSC) has since finalized the
guidance in their February 2023 Supplemental Guidance: Screening and
Evaluating Vapor Intrusion, Final Draft (2023 Guidance). Please refer to the
2023 Guidance when performing evaluation of vapor intrusion risk.
2. In the Work Plan, AGI proposes to collect a crawl space sample under the house
of the adjacent residence, and three surrounding outdoor ambient air samples.
AGI proposes to collect the crawlspace sample under the northwest corner of the
house. Staff concurs with a crawl space air sample in lieu of an indoor air
sample that staff requested. However, the northeast corner of the house is
closest to soil gas well SG2 which contained high concentrations of chlorinated
volatile organic compounds (CVOCs) tetrachloroethylene (PCE) and
trichloroethylene (TCE). In order to most effectively evaluate the vapor intrusion
MARK BRADFORD, CHAIR I PATRICK PULUPA, EsQ., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/centralvalley
