Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />May 23, 2025 <br /> Facility Address: <br /> 17333 S COMCONEX RD, MANTECA <br /> Facility Name: <br /> ATS MANTECA <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />Petroleum Storage Act (APSA) program has not been made since 03/26/2021. <br />REGULATION GUIDANCE: 25404(e)(4) No later than three years after the statewide information management system <br />is established, each CUPA, PA, and regulated business shall report program data electronically. The secretary shall <br />work with the CUPAs to develop a phase -in schedule for the electronic collection and submittal of information to be <br />included in the statewide information management system, giving first priority to information relating to those <br />chemicals determined by the secretary to be of greatest concern. The secretary, in making this determination shall <br />consult with the CUPAs, the California Emergency Management Agency , the State Fire Marshal, and the boards, <br />departments, and offices within the California Environmental Protection Agency . <br />CORRECTIVE ACTION: Beginning January 1, 2013, all businesses are required to submit all new (or any changes to <br />existing) Aboveground Petroleum Storage Act (APSA) information online to the CERS at http://cers.calepa.ca.gov. Be <br />sure to include your APSA activity in the Businesses Activities section in CERS in addition to any other relevant <br />activities and required fields. Submit proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by June 22, 2025. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br />having them sign. <br />Starting July 1, 2024, all in-office CERS help will be provided at the EHD hourly rate ($172). <br />To schedule an appointment , please call (209) 468-3420. <br />The following was observed during this inspection: <br />-ONE 10,000 gallon Diesel fuel tank <br />-ONE 550 gallon used oil tank <br />-ONE 180 gallon hydraulic oil tank <br />-ONE 180 gallon motor oil tank <br />-ONE 150 gallon heating transfer oil drum <br />-EIGHT 55 gallon motor oil drums <br />FA0011214 PR0518597 SC001 05/23/2025 <br />EHD Rev. 12/06/2021 CP22 - AST Non-Qualified OIRPage 6 of 7 <br />1868 E.
