Section 7.2.2 indicates that in 2022 the two 10,000 gallon tanks will be inspected by a Steel Tank Institute (STI) <br />certified inspector. This was discussed with Chris Engdahl, and he said that the tanks have not been inspected. <br />b.) Section 7.2.2 indicates that the portable containers, Tanks A1, A2, A3, A4, A5, A6 and A7 will be inspected Monthly <br />and Annually. Chris Engdahl confirmed that the only inspections being done are the monthly inspections for the diesel <br />and gasoline tanks (A1, A2, A3). <br />A1: 10,000 gallon diesel fuel tank (IMG_1460) <br />A2: 10,000 gallon diesel fuel tank (IMG_1460) <br />A3: 5,000 gallon gasoline fuel tank (IMG_1460) <br />A4: 550 gallon motor oil tank (IMG_1437, IMG_1438, IMG_1439) <br />A5: The Two 250 gallon totes of used oil (IMG_1428) <br />A6: The Six 85 gallon tanks of motor oil <br />A7: 240 gallon tank of Synblend (IMG_1455) <br />c.) Section 1.1 states that the plan will be reviewed and updated "after the commission or decommission of any fuel tank <br />or oil storage container", this was not implemented considering the tanks/containers containing petroleum product found <br />on site that are not listed in the SPCC Plan. <br />REGULATION GUIDANCE: 40 CFR 112.3 <br />CORRECTIVE ACTION: Implement the SPCC plan in the ways listed below, as required. Submit proof of correction to <br />the EHD. <br />This is a (Minor) Violation. <br />7 Code of Fed Regulations 112.5(a), 112.5(b) 4010010 - Facility has amended SPCC as necessary <br />OBSERVATION: The facility failed to amend the Spill Prevention, Control, and Countermeasure (SPCC) Plan within six <br />months of when there was a change in design, construction, operation, or maintenance, which affects the facility’s <br />discharge potential. <br />- There was a change in operation which affects the facility's discharge potential. Additional containers/tanks with <br />petroleum product listed below, were found at time of inspection that were not included in the SPCC plan. <br />-> 330 gallon clear container of motor oil labeled "Delo 400 SDE SAE 15W-40" (IMG_1432) <br />-> 225 gallon clear tote labeled "Duron SHP 10W-30 Diesel Engine Oil" (IMG_1433) <br />-> 110 gallon silver tank of motor oil labeled "Mobil Delvac 1300 10W30" (IMG_1436) <br />-> approximately 85 gallon white tank of Chevron Delo 400 SAE 15W-40 (IMG_1442) <br />Chris Engdahl mentioned that the 110 gallon silver tank was at the facility for more than 6 months, he was unsure of how <br />long the other containers had been on site. <br />REGULATION GUIDANCE: (a) Amend the SPCC Plan for your facility in accordance with the general requirements in § <br />112.7, and with any specific section of this part applicable to your facility, when there is a change in the facility design, <br />construction, operation, or maintenance that materially affects its potential for a discharge as described in § 112.1(b). <br />CORRECTIVE ACTION: Ensure that the SPCC Plan has been amended to mention these containers/tanks with <br />petroleum product as required, and it must accurately represents facility design, procedures, and policies currently in <br />place. Provide proof of correction to the EHD. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
