Mr. Rob Carnachan Page 2 March 6, 2025 <br />Collision History <br />The collision history for the study area was reviewed to determine any trends or patterns that may indicate a safety <br />issue. Collision rates were calculated based on records available from the California Highway Patrol as published <br />in their Statewide Integrated Traffic Records System (SWITRS) reports. The most current five-year period available <br />is July 1, 2019, through June 30, 2024. <br />As presented in Table 1, the calculated collision rates for the study intersections were compared to average <br />collision rates for similar facilities statewide, as indicated in 2022 Collision Data on California State Highways, <br />California Department of Transportation (Caltrans). These average rates statewide are for intersections in the same <br />environment (urban, suburban, or rural), with the same number of approaches (three or four), and the same <br />controls (all-way stop, two-way stop, or traffic signal). The calculated collision rates for the study intersections are <br />less than or equal to the statewide averages for similar facilities, except for East Harney Lane/Clements Road, which <br />is higher than the statewide average. Records at this intersection were further reviewed as detailed below. Three of the five broadside collisions cited right-of-way violations as the <br />primary collision factor, one to driving under the influence and one to driving on the wrong side of the road. There <br />are no projects identified at this unsignalized intersection in the San Joaquin County Local Roadway Safety Plan <br />(LRSP). However, typical low-cost upgrades at unsignalized intersections mentioned in the LRSP that the County <br />could consider implementing include double stop signs, larger stop signs, traffic islands on stop approaches, and <br />striping stop bars.
