The methodology considers traffic volumes, terrain, <br />roadway cross-section, the proportion of heavy vehicles, and the availability of passing zones. There are two <br />different sets of LOS criteria for two-lane highways based on the posted speed limit, including higher-speed <br />highways with a posted speed limit of 50 miles per hour (mph) or more and lower-speed highways with a posted <br />speed limit of less than 50 mph.
