Mr. Rob Carnachan Page 14 March 6, 2025 <br />Emergency Access <br />The final transportation bullet on the CEQA checklist requires an evaluation as to whether the project would result <br />in inadequate emergency access or not. <br />As shown by the operational analysis, the addition of project traffic to the study area would increase intersection <br />delays by less than one second per scenario and study intersection, with most increases below one-half second. <br />Further, since all roadway users must yield the right-of-way to emergency vehicles when using their sirens and <br />lights, the added project-generated traffic is expected to have a less-than-significant impact on emergency <br />response. <br />Significance Finding – The proposed project would not impede emergency responders, resulting in a less-than- <br />significant impact on emergency response. <br />Conclusions and Recommendations <br />• The proposed project would increase the visitors permitted to the North County Landfill from 850 vehicles <br />per day to 1,200 vehicles per day. This would be expected to increase the daily volume by an average of 461 <br />trips, including 40 net new trips during the a.m. peak hour and eight additional trips during the p.m. peak <br />hour. <br />• The four study intersections and three study segments would operate acceptably at LOS C or better under <br />existing and future volumes without or with the addition of project-generated trips. <br />• The project would not conflict with adopted policies regarding pedestrian, bicycle, or transit facilities, <br />resulting in a less-than-significant impact. <br />• The consolidation of activity from the Foothill Landfill to the North County Landfill would reduce VMT, <br />resulting in a less-than-significant impact to VMT per County standards for public facilities. <br />• There is adequate sight distance at the project driveway connection to East Harney Lane, a left-turn lane into <br />the site is not warranted at this time, and queues at the study intersections would be acceptable without or <br />with project traffic added to existing and future volumes. Therefore, the project’s impact to transportation <br />safety would be less than significant. <br />• The project impact on emergency access would be less than significant given the minimal effect of the project <br />on intersection delay. <br />
