Memorandum <br />25 March 2025 <br />Page 15 <br />As mentioned above, the North County Landfill is required to comply with the CARB Landfill <br />Methane Regulation. The North County Landfill has implemented a LFG collection system, <br />including a flare, vertical wells, and connecting piping. As landfill operations continue, <br />additional LFG collectors, primarily horizontal collection trenches, will be installed and <br />integrated into the existing system. Furthermore, the majority of incoming waste is either <br />source-separated municipal waste or sorted on-site at the recycling center, ensuring that most <br />green waste is removed from the waste stream. Most of the green waste is off-hauled to <br />composting facilities as North County Landfill currently does not have composting on-site. In <br />summary, the project would not conflict with the 2022 Scoping Plan and the Landfill Methane <br />Regulation. <br /> <br />3 CONCLUSIONS <br />As discussed above, implementation of the project would not generate GHG emissions that may <br />have a significant impact on the environment and the project would not conflict with the 2022 <br />Scoping Plan and the Landfill Methane Regulation.
